Overview
We are seeking a Requirements Analyst to serve as the primary liaison between business stakeholders, product teams, and the Program Management Office (PMO). In this role, you will transform business objectives into clear, testable, and traceable requirements that drive successful product development and modernization efforts. You will play a key role in ensuring solutions align with user needs, organizational priorities, and Agile delivery practices.
Responsibilities
- Partner with stakeholders, Product Owners, program teams, and developers to gather, analyze, and document customer requirements.
- Facilitate requirements elicitation activities through interviews, workshops, surveys, and review sessions to identify business needs, desired outcomes, and success criteria.
- Analyze current business processes, document as-is workflows, design to-be processes, perform gap analysis, and develop supporting artifacts such as use cases and user personas.
- Translate high-level business needs into detailed, testable, and traceable requirements that support Agile planning and product delivery.
- Prioritize requirements using established methodologies (such as MoSCoW) and collaborate with stakeholders to maximize business value through incremental delivery.
- Establish and maintain end-to-end requirements traceability by managing Requirements Traceability Matrices (RTMs) that link business and functional requirements to epics, features, user stories, and delivered functionality.
- Coordinate and facilitate requirements validation and review sessions, incorporating stakeholder feedback to ensure completeness, accuracy, and alignment with business objectives.
- Collaborate with Product Owners and Agile teams during backlog refinement to ensure epics, features, user stories, and acceptance criteria accurately represent approved requirements.
- Ensure requirements activities are incorporated into project schedules and remain visible throughout the product lifecycle.
- Perform periodic quality audits of requirements to verify clarity, completeness, consistency, feasibility, testability, and traceability, documenting findings and recommendations.
- Support requirements related to planning initiatives, modernization efforts, and organizational priorities, including decomposition of high-level capabilities into actionable requirements.
- Promote effective requirements management practices by developing templates, guidance, standards, and process improvements.
- Support the use of approved Requirements Management, Configuration Management, Agile, and DevSecOps tools to maintain efficient requirements workflows.
- Serve as a trusted advisor on requirements management best practices, ensuring compliance with established processes and quality standards.
Qualifications
- Bachelor's degree and a minimum of 4 years of experience in requirements analysis, business analysis, product management, or a related field. - OR
- In lieu of a bachelor's degree, a high school diploma and eight (8) years of experience in requirements analysis, business analysis, product management, or a related field will be considered.
- Working knowledge of the Software Development Life Cycle (SDLC) and requirements management principles.
- Experience developing and managing requirements artifacts, including:
- Requirements Traceability Matrices (RTMs)
- Business process workflows (as-is and to-be)
- Use cases and user personas
- Agile backlogs, epics, features, and user stories
- Ability to translate business needs into detailed, testable functional requirements through stakeholder collaboration and impact analysis.
- Experience working in Agile environments, including Scrum ceremonies and backlog refinement.
- Proficiency with Microsoft Office Suite and requirements management tools.
- Excellent communication, facilitation, analytical, and organizational skills with the ability to collaborate across technical and non-technical teams.
- Must be able to obtain a Public Trust clearance
Preferred Qualifications
- Familiarity with Scrum roles, including Product Owner and Scrum Master.
- Experience supporting modernization initiatives within government or large enterprise organizations.
- Knowledge of performance metrics, KPIs, and Service Level Agreements (SLAs) related to requirements and product delivery.
- Working knowledge of the Software Development Life Cycle (SDLC), IT systems requirements management processes, and best practices.
- Experience working with the Defense Health Agency (DHA) is preferred but not required.
Basic Compensation: $90,000 - $100,000 yearly salary
The salary range listed reflects what we reasonably expect to pay for this role at the time of posting. The final offer may vary based on skills, experience, geographic location, market conditions, and internal equity. Additional compensation may include performance incentives and program-specific awards. We do not use salary history to determine compensation, in line with applicable law.
