About Frequency:
Frequency is a New Zealand-owned specialist project advisory consultancy. We work alongside clients to plan and deliver major infrastructure across transport, health, education, airports, ports, and water—bringing experienced people in early and leaving clients better equipped to navigate complex project pathways.

 

The opportunity:
We’re looking for an action oriented and experienced Procurement / Project Controls professional (QS or commercial background welcome) to join our Project Controls team in Auckland. You’ll support public sector infrastructure projects by shaping procurement strategies, setting up fit-for-purpose contracts, and guiding clients through commercial decisions as projects move from planning into delivery. We’re open to full-time or part-time for the right person.


This role would suit someone with an interest in procurement and commercial decision-making within complex projects. That could include experienced procurement or commercial advisors, quantity surveyors, or project managers with experience in the procurement of construction, design, and other professional services contracts who enjoy working closely with clients on strategy, risk, and delivery outcomes.

This role isn’t just about running a process; it’s about understanding what the project is trying to achieve and shaping commercial arrangements that help teams deliver.”

 

What you’ll focus on:
Working with clients and project teams to understand objectives, constraints, and delivery risks

Developing and implementing procurement strategies, plans, and processes aligned to governance and risk appetite

Recommending contract models and supporting contract establishment and negotiation

Advising on commercial risk, change, cost pressures, and contract management through delivery

Monitoring spend against budgets and delegated financial authorities

Building trusted client relationships and identifying opportunities to add value

Supporting junior team members through coaching and practical guidance

 

What sets you up for success:
5+ years’ experience in procurement, commercial management, project controls, or QS within infrastructure/construction

Comfort working with public sector governance, commercial models, and contract forms

Strong communication skills and confidence advising clients

Takes initiative and delivers outcome with pace and purpose

Experience running or supporting tender processes and having developed contract documents.

Pragmatic, proactive, and able to translate objectives into workable plans

Collaborative style with the ability to work independently when needed
