Terms of Reference Yegna Gize Program: Data Collectors

Girl Effect is an international non-profit dedicated to addressing challenges faced by adolescent girls and youth in Ethiopia. Operating in the country since 2013, the organization leverages Social and Behavior Change Communication (SBCC) strategies, combining media and on-the-ground interventions to tackle various societal issues and empower young people. Girl Effect Ethiopia created the youth brand Yegna in 2014 since then has reached over 10 million people through multiple products, outreach programs, girl networks, and research pieces done all for the betterment of adolescent lives.

We create safe spaces for girls, sharing facts and answering questions about health, nutrition, education, relationships, etc. And we use innovative technology so we can reach girls at scale. We arm girls with the skills to negotiate and redefine what they are told is possible, so every girl can choose to be in control of her body, her health, her learning and her livelihood.

When a girl unlocks her power to make different choices that change her life, it inspires others to do so too. She starts a ripple effect that impacts her family, community, and country. 

That’s the Girl Effect.

Girl Effect aims to address the challenges faced by young people in accessing sustainable livelihoods and entrepreneurial opportunities across Ethiopia. In many regions, youth face high unemployment rates, limited access to resources, and a lack of knowledge about viable business opportunities. Girl Effect seeks to empower young people by building their skills, fostering entrepreneurship, and supporting the establishment of profitable businesses.

The Yegna Gize program is a three-year initiative (Dec 2024–Dec 2027) funded to empower Ethiopian youth by fostering positive mindsets, transforming community attitudes, and advancing gender inclusivity in leadership and economic participation. 

Girl Effect is updating its roster of freelance data collectors and would like to request CVs from interested data collectors.

The main objective of the data collection or assessment is to quantify and assess mindset shifts and knowledge gain through the program interventions, and to capture regional-level challenges and learnings for program management and adaptations.

The Data Collectors will be responsible for gathering high-quality data from youth beneficiaries residing in:

• →Administering digital or paper-based pre-training and post-training surveys.
• →Conducting Focus Group Discussions (FGDs) or Key Informant Interviews (KIIs) if required.
• →Ensuring accurate data entry and real-time synchronization with the central database.
• →Verifying participant demographic consistency and capturing their responses accordingly.

• Administered via mobile devices (KoboToolbox/ODK) to all sampled participants to measure knowledge gain in growth mindset,entrepreneurship and other behavioural changes.
• Real-time cross-referencing of participant information against the provided participant list to ensure 80% young women and 5% vulnerable group representation.

• Conducting longitudinal study to gather the impact of the programs and its learning
• Conducting FGD and KII for deep dive understanding of the program impacts and qualities

• The sample size will be determined based on program activities and available data during the interventions with a confidence level for a 95% margin of errors.

• The data collector must adhere to guidance provided by MEL and program leads for gathering information with pre and post activity interventions. This will help to capture changes due to the program interventions across the journey the participants passed through.  

1. Requirements and Experience

• Bachelor’s degree in Statistics,Information management, Economics or a related field.
• Minimum of 2 years of experience in quantitative and qualitative data collection.
• Fifty (50) data collectors are required per region who know the context from the region.
• Having better understanding of the intervention location and context including local language
• Prior experience working with NGOs, research firms, or on donor-funded program evaluations is an added advantage.
• Own or have reliable access to a smartphone/tablet compatible with digital data collection platforms.
• Proven ability to maintain high data integrity, handle sensitive information and perform basic data cleaning/verification at the field level.
• Commitment to Girl Effect’s safeguarding policy and ethical research practices.
• Proficiency in digital data collection tools (e.g., KoboToolbox, ODK, CommCare).
• Able to travel to woreda level in the region, willingness to work in remote or hard-to-reach areas and should be available on call anytime.
• Ability to work independently and meet tight data collection deadlines with minimal supervision.
• Demonstrated respect for confidentiality and willingness to sign a confidentiality/non-disclosure agreement.
• Female applicants and/or those with prior experience in girl-centered or gender-sensitive programming are encouraged to apply, given the nature of Girl Effect's target population.
• Following the advertisement of the post applicants should submit their application within 7 working days.

1. Roles and Responsibilities

• Provide training on the developed data collection tools 
• Provide access for data collection purpose on the digital platform used
• Support and guide on the context of data collection and procedures  
• Monitor collected and submitted data quality on daily basis
• Facilitate coordination with regional program representatives

• Closely work with regional representative to reach out the target beneficiaries for interview
• Adhere and follow the developed questionnaires while gathering data
• Approach the selected participants based on their culture and context
• Must be available on the spot of program intervention for ensuring geographic 
• Provide sufficient clarification if participants don’t understand what has been asked, but not leading to the right answer 

• Complete all data fields with necessary and sufficient information before leaving the spot.
• Check any data quality and integrity before submitting to the server
• Synchronize the collected data within 24 hours 

Pre-post and baseline/midline and endline assessment

Gather quantitative data from sampled participants through digital data collection tool with mobile app and synchronize on a daily basis by maintaining data quality.
