Housing Forward is a backbone organization that leads the development of an effective homeless rehousing system. In partnership with 90+ public, private, and nonprofit institutions, we make the experience of homelessness in Dallas and Collin Counties rare, brief, and non-recurring. 

The Senior Manager of Landlord Engagement is responsible for leading and coordinating Housing Forward’s systemwide landlord engagement and unit acquisition efforts. This role manages the strategic problem-solving, relationship-management, and collaboration efforts that support case managers, housing navigators, housing locators in engaging with property managers and landlords across the Continuum of Care. The Senior Manager of Landlord Engagement provides direct supervision, leadership, coaching, and performance management to the housing location team while driving strategies that increase access to housing opportunities for individuals and families experiencing homelessness. A successful candidate must have strong relationship management, communication, and facilitative leadership skills, as well as a proficient understanding of the homeless rehousing process. This role will also be required to provide project management, system coordination, and support operational oversight to support successful housing outcomes and landlord retention. 

 

Responsibilities

Under the supervision of the Director of Housing, the Senior Manager of Landlord Engagement will: 

  • Manage a team of Housing Locators employed with Housing Forward, and coordinate with Case Managers and Housing Navigators across the continuum. 

  • Implement the community’s unit acquisition strategy and manage the day-to-day execution of the community’s systemwide unit acquisition and landlord engagement efforts. 

  • Supervise, mentor, and develop Housing Locators, including assigning work, monitoring productivity, and supporting professional development.  

  • Provide coaching, guidance, and support to Case Managers and Housing Locators/Navigators in acquiring units, landlord engagement, relationship-building, and retention. 

  • Lead coordination and performance management of the housing location team which includes providing facilitative leadership with case managers and housing locators/navigators, evaluating performance outcomes, co-designing improvement strategies, and managing data quality for relevant interventions.   

  • Leads and monitors reporting and unit inventory management tools to coordinate unit acquisition efforts and track performance.  

  • Identify system barriers impacting lease-up timelines and housing placements and develop strategies to improve performance and efficiency. 

  • Analyze housing placement and landlord engagement data to inform decision-making, monitor trends, and improve system outcomes. 

  • Build and maintain strategic partnerships with landlords, property managers, and community stakeholders to expand housing opportunities across the Continuum of Care. 

  • Act as a liaison between landlord and consumers, as needed to resolve tenancy issues. 

  • Coordinate and facilitate relevant workgroup and ongoing meetings. 

  • Assist case managers with support services to ensure clients maintain permanent housing.  

  • Foster a collaborative, solution-focused team culture centered on housing outcomes and landlord partnership retention. 

  • Previous experience with landlord engagement and unit acquisition 

  • Demonstrated knowledge of housing search and lease up process  

  • Systems thinker   

  • Strategic and facilitative leadership skills   

  • Proficient in project management  

  • Results-oriented self-starter with strong motivational skills 

  • Knowledge of housing programs, landlord-tenant relations, fair housing practices, and housing barriers impacting individuals experiencing homelessness.  

  • Strong conflict resolution and mediation skills 

  • Ability to analyze performance data and support the implementation of improvement strategies 

  • Ability to manage multiple projects and priorities in a fast-paced environment 

  • Strong oral and written communication skills  

  • Experience with homeless or housing programs  

  • Excellent computer skills with proficiency in Microsoft Office and ability to use the Homeless Management Information System (HMIS)   

  • Excellent standards of customer service and professional communication  

 

Requirements

  • Bachelor’s degree or 4 Years or more with experience in housing and homelessness.   

  • Must have reliable transportation, valid state issued driver’s license and car insurance. Please note that travel is required on an as needed basis.  

  • Must be flexible to work at different sites as needed in the Dallas-Ft. Worth Metroplex. 

  • Limited requirements, must be able to maintain files and lift objects that weigh up to 25 lbs.   

  • Housing Forward considers normal hours of operation Monday – Friday from 8:00am – 5:00pm. Some night and weekend meetings might be required to meet the need of partner agencies, property owner schedules or to represent Housing Forward at community meetings.

  • Employees are able to work both remotely and in the office. Current Housing Forward guidelines state that employees must work at least 3 days per week in the office, but this is subject to change.
