Hunt Electric, LLC is seeking an experienced Certified Payroll Specialist to join our Payroll Department in Salt Lake City, Utah. This position is primarily responsible for the preparation, review, and submission of certified payroll reports and ensuring compliance with federal, state, and local prevailing wage requirements.
The ideal candidate will possess extensive experience with certified payroll reporting, Davis-Bacon compliance, prevailing wage regulations, and construction payroll practices. In addition to certified payroll responsibilities, this position will support the payroll team with general payroll processing and compliance activities.
Major Duties:
- Prepare, review, and submit certified payroll reports for federal, state, and municipal public works projects, including WH-347 reports and agency-specific reporting requirements.
- Ensure compliance with Davis-Bacon and Related Acts, state prevailing wage laws, and project-specific labor compliance requirements.
- Review employee classifications, wage determinations, fringe benefit calculations, and apprentice ratios to ensure compliance with contract requirements.
- Monitor prevailing wage updates and ensure payroll systems reflect current wage determinations and fringe benefit rates.
- Maintain supporting documentation for audits, government agency reviews, and customer requests.
- Coordinate with Project Managers, Project Coordinators, and field personnel to obtain and validate labor information required for certified payroll reporting.
- Investigate and resolve certified payroll discrepancies, wage restitution issues, and compliance concerns.
- Submit payroll reports through owner, agency, and third-party compliance portals.
- Manage certified payroll documentation, retention requirements, and project records in accordance with federal and state regulations.
- Assist with labor compliance audits and respond to requests from government agencies, customers, and general contractors.
- Assist with weekly payroll processing for approximately 875 employees across multiple states.
- Review employee time records for accuracy, proper job coding, labor allocations, and prevailing wage compliance.
- Partner with Human Resources, Accounting, and Operations personnel to resolve payroll-related issues and ensure accurate labor reporting.
- Maintain a high level of confidentiality regarding employee, payroll, and company information.
- Demonstrate professionalism, accuracy, and attention to detail in all work performed.
- Contribute positively to a team-oriented work environment.
- Demonstrate dependability through regular attendance and adherence to scheduled work hours.
- Other duties or locations as assigned by Manager.
Minimum Qualifications
- 5+ years of direct certified payroll experience within the construction industry.
- Extensive knowledge of Davis-Bacon and Related Acts, prevailing wage laws, certified payroll reporting requirements, and labor compliance regulations.
- Experience preparing and submitting certified payroll reports for multiple public works projects.
- Strong understanding of wage determinations, fringe benefits, worker classifications, and apprentice requirements.
- Experience working with certified payroll reporting portals and compliance systems.
- Strong analytical, organizational, and problem-solving skills.
- Excellent verbal and written communication skills.
- Ability to manage multiple deadlines and projects in a fast-paced environment.
- High level of accuracy and attention to detail.
- Ability to pass a background check.
- Experience supporting multi-state payroll processing preferred.
- Experience with payroll software and ERP systems used in construction environments preferred.
- Associate or bachelor’s degree in accounting, Business Administration, Human Resources, or a related field.
- Certified Payroll Professional (CPP) designation preferred.
This full-time Certified Payroll Specialist position receives a competitive salary commensurate with experience and position responsibilities. Work Schedule
This is a full-time position with a typical schedule of Monday – Thursday: 7:00 am to 4:00 pm and Friday: 7:00 am to 1:00 pm.
