The Information and Communications Technology Council (ICTC) is seeking a strategic and innovative Manager, Digital Training & Industry Transformation to lead the development, delivery and continuous evolution of ICTC’s digital training initiatives. Reporting to the Senior Director of Program Design, this is a new, critical role to ensure that ICTC’s training programs remain technologically current, responsive to industry demand, scalable across multiple program streams, and creates national impact in terms of heightening digital adoption and increasing Canadian productivity and economic growth.
The successful candidate will oversee ICTC’s eLearning function and digital training ecosystem, including Work Integrated Learning (WIL) eLearning (for eligible Canadian post-secondary students and companies) and AI bootcamps (for post-secondary students and their WIL placement host employers); training for jobseekers including newcomers to Canada; workforce upskilling initiatives; training for tech entrepreneurs; new business capacity service line to accelerate business transformation in priority sectors; and other emerging projects associated with new programs. This individual will also lead and mentor the eLearning team, oversee contractors, including industry sector expert coaches, to ensure high-quality, evidence-informed and industry-driven training program delivery and measurable impact across Canada’s digital economy.
Key Responsibilities
Strategic Leadership & Program Development
- Ensure training programs remain current with emerging technologies, innovative delivery opportunities and current and future industry needs.
- In working with the ICTC team and contractors, continuously improve digital learning initiatives for:
- Students and job seekers
- Employers and companies
- Mid-career professionals, including programs for entrepreneurs
- Oversee the development and expansion of AI bootcamps.
- Work closely with Industry and Ecosystem Engagement and MarComm teams to ensure ICTC achieves or surpasses all internal and funder targets for program participation.
- Work closely with Evaluation lead to ensure we are tracking and can report on impact of all of our training interventions.
- Collaborate cross-functionally to align training initiatives with ICTC’s strategic priorities and contribution agreements.
eLearning & Curriculum Program Management
- Lead the eLearning activities and vision for future offerings, including curriculum planning, course curation, innovative and engaging delivery, developing KPIs and monitoring short, medium and long-term impact, and ongoing content updates.
- Ensure materials and delivery mechanisms reflect evolving industry requirements, learner needs, and best practices in digital pedagogy and correspond to labour market skills forecasting conducted by ICTC and other leading research and policy organizations.
- Evaluate and integrate emerging technologies, including AI and automation tools, into training delivery and learner experiences.
- Ensure ICTC meets engagement and course completion targets, both internal and funder targets, based on industry best practices.
- Monitor training quality, learner outcomes, and engagement metrics to drive continuous improvement.
Team Leadership & Coaching
- Provide leadership, mentorship, and performance oversight to the current facilitation team and future technical specialists.
- Coordinate and optimize deployment all resources (staff and contractors such as facilitators and industry coaches) across multiple programs.
- Foster a collaborative, innovative, and high-performing team environment.
- Support professional development and knowledge sharing across the training team.
Industry Engagement & Workforce Transformation
- Build and maintain relationships with employers, industry stakeholders (industry associations, chambers of commerce, etc.), third-party training vendors and other current and potential training partners.
- Ensure programming responds to labour market trends, forecasts and industry needs.
- Support ICTC’s role as a national leader in workforce development and digital transformation.
- Identify opportunities for new training models, partnerships, and scalable solutions that support Canadian industrial competitiveness.
Operational & Performance Management
- Ensure all funder KPIs and reporting requirements related to eLearning, AI bootcamps, and digital training initiatives are achieved across all ICTC programs.
- Oversee program execution timelines, resource allocation, and delivery effectiveness.
- Track program performance and implement data-driven improvements.
- Support program concept and proposal development, contribution agreement implementation, and strategic reporting as required.
Qualifications
- Bachelor’s degree in Education, Technology, Business, or a related field. Equivalent experience may be considered.
- Minimum of 5 years of experience leading digital training, workforce development, or eLearning initiatives.
- Strong knowledge of emerging technologies, including artificial intelligence, automation, and digital transformation trends.
- Experience delivering digital training programs to employers and diverse learner populations with varying levels of digital literacy.
- Demonstrated experience managing and mentoring multidisciplinary teams.
- Experience designing and scaling online or hybrid learning programs.
- Strong project management and stakeholder engagement skills.
- Excellent communication, facilitation and leadership capabilities.
- Ability to work independently and execute complex training initiatives in fast-paced environments.
Preferred Qualifications
- Experience overseeing government-funded programs.
- Familiarity with learning management systems (LMS), instructional design methodologies, and digital credentialing.
- Experience recruiting and working with industry coaches, external facilitators, or contractor-based training models.
- Knowledge of Canada’s digital economy and workforce development ecosystem.
