Inland Fisheries Ireland (IFI) has an opportunity for a Learning & Development Manager to join the HR team.
The purpose of this post is to deliver a new Learning & Development Strategy and training plans/interventions, that support the People & Culture Strategy, aligned to the IFI’s Statement of Strategy (2026-2030).
Reporting directly into the Head of People & Culture, this role represents an exciting opportunity for an experienced Learning & Development professional to lead the L&D function for Inland Fisheries Ireland (IFI).
The successful candidate will be responsible for designing, leading and managing learning and organisational development in IFI. The successful candidate will work as part of the HR Team to deliver innovative solutions to support IFI to harness, develop and deploy its talent effectively, to achieve its strategic objectives. The focus will be on driving a high-performance culture, ensuring that all areas have the learning tools and solutions required to drive performance and achieve their objectives. These L&D Priorities and programmes are part of a new L&D Strategy approved by the Board of IFI.
The successful candidate will work closely with the Head of People & Culture to redesign and lead Learning & Organisational Development solutions in IFI.

Responsibilities
~2 min readThe role of the Learning & Development Manager includes but is not limited to the following key responsibilities;

Lead the design and execution of L&D Strategies, which support the corporate and business objectives of IFI;
- →
Map learning and development requirements / conduct a training needs analysis across the organisation by grade and business function, to provide a framework that supports a high-performance culture across IFI;
- →
Develop a learning and development framework that is aligned to the business needs (current and future) and which provides for the necessary skills and capability development across the organisation;
- →
Work closely with the Head of People & Culture to redesign a fit for purpose and innovative organisational performance and development system which centres learning and development at the core of the IFI PDR (Performance & Development Review);

Support the evolution of performance management practices and conversations through the design of support tools, training and communication to embed a values-based performance culture;
- →
Develop and deliver leadership and management development training that supports current and future leaders in a high performing organisation;
- →
Support and develop our ‘People Managers’ across the organisation, so they can lead and manage teams effectively, and grow their staff to reach their full potential;

Identify, develop and deliver innovative learning and development policies and initiatives that support talent, succession and performance management processes;

Lead, promote and implement innovation in IFI’s field training college for seasonal staff to include the creation of efficient, comprehensive and fit for purpose training material that meets the needs of the business and IFI’s statutory/regulatory requirements;

Review and strengthen employee induction and onboarding programmes;

Lead the design and delivery of a learning management system (LMS), as part of a new HR Management System.

Develop a graduate-traineeship programme in partnership with third-level educational bodies;

Engage and work collaboratively with HR Business Partners and People Managers across the organisation in all areas of training and development;

Accountable for the quality and implementation of all elements of Learning and Development;
- →
Responsible for defining, developing and reporting L&D Key Performance Indicators and metrics against best practice KPIs;

Ensure strong management and governance around procurement and L&D Budget control to deliver value for money (VFM) and a Return on Capital Invested;
- →
Delivery of training to managers and staff as required;
- →
Curry out administrative responsibilities associated with the role
- →
Assist with other L&D matters and on-going projects as required;
- →
Support the continuous improvement of training and development programmes by keeping abreast of best practices and new trends and developments around Training and Talent Management.
