Pakistan remains the third-largest refugee-hosting country globally, hosting over 1.4 million Afghan refugees holding Proof of Registration (PoR) cards issued by the Government, 840,000 Afghan Citizen Card (ACC) holders, and an estimated 775,000 undocumented Afghan migrants1. With the recent unprecedented change in the political and security situation in Afghanistan, the number of Afghan nationals crossing into Pakistan has increased, with this trend projected to continue in the short to

medium term. Owing to their partly informal status, the Afghan migrant populations have largely remained under the radar, not being eligible for any systematic humanitarian assistance – thereby facing significant challenges.

Under the overall supervision of the Programme Manager and the direct management of the Protection Officer, the consultant will focus on supporting the protection mainstreaming and disability inclusion efforts in the mission.

Tasks to be performed under this contract
  • Support the planning, coordination, and follow-up of capacity-building activities on disability inclusion for mission staff, implementing partners, and external stakeholders, ensuring timely implementation of agreed action points.
  • Contribute to the design and implementation of monitoring and evaluation exercises related to trainings and capacity-building activities conducted in the field, including data collection, analysis, and reporting on key findings and recommendations.

  •  Undertake regular field monitoring missions to assess the implementation and quality of disability inclusion and protection activities and liaise with field teams and implementing partners to address operational challenges and follow up on identified action points.

  •  Contribute to the identification of programme gaps, lessons learned, and best practices, and provide recommendations to strengthen programme quality, accountability, and inclusive approaches within protection programming.

  • Support the Protection Unit in the implementation of protection activities, including support to case management processes and cash for protection interventions, in line with protection principles and organizational procedures.

  •  Support the development of briefing notes, visibility materials, situation updates, and reports related to disability inclusion and protection activities, as required.

  •  Coordinate with relevant internal units and external stakeholders to support the effective implementation of protection and inclusion activities at field level. 

 
Performance indicators for the evaluation of results
  • Timely and effective organization and follow-up of capacity-building activities, measured by number of trainings delivered, participant feedback, and completion of agreed action points.

  • Quality and timeliness of monitoring and evaluation outputs, including field monitoring reports, training evaluations, and analytical summaries with actionable recommendations.

  • Frequency and quality of field monitoring missions conducted, including documented follow-up with field teams and implementing partners on identified gaps and action points.

  • Demonstrated contribution to improved programme quality through identification of gaps, lessons learned, and practical recommendations integrated into programming.

  • Effective support to case management and cash for protection interventions, when needed,  measured by timeliness of follow-up, adherence to SOPs, and quality of coordination with field teams.

  • Quality and timeliness of reports, briefing notes, and visibility materials produced.

Requirements

  • Bachelor’s degree in Social Work, International Relations, Human Rights, Law, Development Studies, or a related field from an accredited academic institution.
  • Master’s degree in a relevant field is an advantage.

  • Minimum of five (5) years of relevant professional experience in protection and disability inclusion. Experience in case management and/or cash for protection programming is an added value. 

  • Experience in supporting capacity-building activities and/or training delivery.

  • Experience in field monitoring, reporting, and liaison with implementing partners and stakeholders.

  • Experience working in humanitarian or development settings, preferably in complex or emergency contexts.

  • Prior experience working with international organizations, NGOs, or UN agencies is an advantage.

 

For this consultancy, English and Urdu are required. 

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Responsibilities

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
