  3. Nature of the consultancy:

    This consultancy will provide technical support by preparing detailed technical drawings, plans and detailed engineering drawings (DEDs) and provide support with the revision and finalizing the designs of public infrastructures (PIs) projects under the reconstruction component of READY.

  4. Project Context and Scope: 

    Beginning on 10 April 2026, Super Typhoon Sinlaku impacted Chuuk State, FSM, bringing heavy torrential rains and damaging gusts that caused widespread destruction across Chuuk Lagoon and the outer islands. The storm’s slow movement prolonged exposure, resulting in extensive damage to housing, public infrastructure, agriculture, and critical services across several communities in Chuuk State. On 13 April 2026, the FSM declared a State of Emergency, allocated funds from the Disaster Assistance Emergency Fund (DAEF), and requested assistance from the United States Government for disaster relief and humanitarian support, in accordance with the COMPACT agreement. As the USG’s implementing partner, the International Organization for Migration (IOM) will support Chuuk with relief efforts and the reconstruction of public facilities and housing through the reconsruction component of the READY project. 

  5. Organizational Department / Unit to which the Consultant is contributing: 

The Consultant will be supporting the Typhoon Sinlaku Reconstruction component under the READY project. Under the overall supervision of the Chief of Party and the direct supervision of the Construction Manager, the Architect/Draftsman will be responsible for new construction drawings for the Typhoon Sinalku reconstruction.

6. Category A Consultants: Tasks to be performed under this contract 

  • Assist the Field Engineers in the validation and assessment of proposed reconstruction projects to ensure that details of the structures are properly and completely assessed and information are captured.

  • In close collaboration with the Field Engineers, draft complete reconstruction plan details, translating structure detailed assessment (STAR) information of reconstruction projects into detailed drawings.

  • Ensure that drawings are consistent with the proposed scope of works and Bill of Quantities and in accordance with the standards.
  • Assist the Field Engineers in the preparation of complete DED for the proposed repair or reconstruction projects in accordance with the implementation guidelines requirement.
  • Provide inputs in the preparation and development of technical specifications.
  • In close collaboration with the Field Enginners for new house construction, prepare shop drawings and design development.
  • Assist in the development of IEC materials and report graphical lay out and publishing.
  • Strictly comply with IOM's policies and procedures including prevention of sexual exploitation and abuse and promotion of a respectful work environment.
  • Undertake duty travel either in Chuuk and within the region as directed.
  • Perform such other duties as may be assigned.

7. Tangible and measurable deliverables of the work assignment

  • Monthy progress reports

  • Design drawings and documents

  • Final report of the completed works

  • Completed DEDs

8. Performance indicators for the evaluation of results

  • Satisfactory completion of tasks specified in the TOR based on supervisor’s performance evaluation.

  • Planning, organization, and timeliness for managing and delivering outputs

  • Quality of data and information collected and anaylzed, quality of reports

9. Travel required

  • Travel may be required to spend time off island while operations are based off island.

11. Education, Experience and/or skills required

  • Master’s degree Architecture or a related field from an accredited academic institution with two years of relevant professional experience; and/or

  • University degree in the above fields with four years of relevant professional experience 

  • Experience in practical construction or engineering field

  • Experience organizational and time management capabilities

  • Experience working with a non-governmental organizations and/or international organization an advantage.
