IOM Papua New Guinea (PNG) works across the humanitarian-development-peace nexus through a broad range of programming focused on disaster preparedness and response, displacement tracking and mobility analysis, climate adaptation, peacebuilding, and community resilience. IOM PNG supports government-led humanitarian coordination and response mechanisms through close collaboration with the National Disaster Centre (NDC), Provincial Disaster Centres (PDCs), UN agencies, and humanitarian partners.
IOM PNG’s humanitarian coordination and support work includes the implementation of the Displacement Tracking Matrix (DTM), Emergency Event Tracking (EET), rapid assessments, mobility tracking, information management, and digital data collection systems to support evidence-based humanitarian action and disaster response planning.
Under humanitarian response and resilience programming, IOM PNG implements activities related to shelter and non-food items (NFI), camp coordination and camp management (CCCM)-related support, WASH, protection, climate resilience, community stabilization, and anticipatory action. The mission also supports institutional capacity strengthening of Provincial Disaster Centres through assessments, trainings, and the development of operational systems and dashboards to strengthen disaster management capacities at national and sub-national levels.
Under peacebuilding and transition programming, IOM PNG implements activities focused on conflict prevention, community-based violence reduction, social cohesion, climate-induced displacement, migration governance, and durable solutions for displacement-affected communities, particularly in conflict-affected and disaster-prone areas across Papua New Guinea.
Organizational Department / Unit to which the Consultant contributes: Displacement Tracking Matrix (DTM)
Under the overall supervision of the Chief of Mission and direct supervision of the DTM Officer, the successful incumbent will support the implementation of DTM information management activities, including data collection, validation, displacement monitoring, Emergency Event Tracking (EET), rapid assessments, operational coordination, and reporting, in close coordination with the Emergency and Disaster Management (EDM) Unit. The role will contribute to strengthening evidence-based humanitarian response, disaster preparedness, and displacement analysis in Papua New Guinea.
Category A Consultants:
The consultant will perform the following tasks:
- Provide specialized support to the IOM PNG mission with data processing and reporting, utilizing relevant statistical software to enhance timely data processing and ensure high quality data outputs.
- Participate in DTM data analysis in coordination with the DTM Officer, M&E Officer and Operations Assistant, and provide feedback regarding any inconsistencies to enhance data quality and ensure consistent high-quality outputs.
- Support Data, Analysis and Research by identifying areas for improvements and propose solutions to improve data collection, effectiveness and efficiency of the methodology, and the processes to maximize performance and contextualization of DTM field activities.
- Improve DTM products tailored to specific audiences and develop easy-access data formats in response to partners’ feedback and information gaps and needs.
- Support collaboration with different programme units and partners to optimize the utility and impact of DTM, particularly in relation to rapid response missions, programme planning and linkages to transition programming, including integration of protection and cross-cutting issues.
- Develop and maintain dashboards that gives operational overview or data collection progress for ease of assess by different Units.
- Support the development of maps, infographics, dashboards, analytical products, and other visual information management materials to support humanitarian coordination, operational planning, reporting, and decision-making processes.
- Contribute to the development and presentation of programme updates, including participation at humanitarian coordination meetings (Inter-Sectoral Working Group and other relevant forums).
- Deliver DTM-related trainings and capacity-building activities for government counterparts, enumerators, field teams, and humanitarian partners to strengthen technical capacities in data collection, information management, analysis, and emergency response coordination.

Quality and Timeliness of Data Management and Reporting: Provides accurate, verified, and timely DTM data processing, analysis, dashboards, and reporting related to displacement, disasters, conflict, and humanitarian emergencies across Papua New Guinea.
Data Quality and Operational Support: Maintains high data quality standards through regular validation, verification, troubleshooting, and coordination with field teams and programme units to ensure reliable operational information and analysis.
Knowledge Products and Information Management Tools: Develops and maintains user-friendly dashboards, analytical products, maps, infographics and operational tracking systems that support evidence-based decision-making by IOM, government counterparts, and humanitarian partners.
Coordination and Programme Support: Supports effective collaboration with government counterparts, humanitarian partners, and IOM units by providing operational updates, analytical inputs, and data-driven recommendations for disaster response, climate adaptation, peacebuilding, and resilience programming.
Capacity Building and Team Support: Contributes to strengthening the technical capacities of Government, staff, enumerators, and partners through mentoring, technical guidance, and support on digital data collection, information management, and analytical processes.
The consultant will receive a monthly payment upon submission of the monthly attendance/time sheet.
Payments will be as per above schedule after submission of a fully approved monthly progress report including achievements, challenges, lessons & learned and recommendations against the approved workplan.
Requirements
~1 min read- University degree in Information Management, Computer Science, Data Science, Geography/GIS, Statistics, Humanitarian Affairs, or a related field from an accredited academic institution with six years of relevant experience.
- Previous experience in the implementation of Displacement Tracking Matrix (DTM) programmes or similar information management activities is a requirement;
- Previous experience with population monitoring and mobility tracking processes a strong advantage
- Strong technical skills with regards to database handling and awareness of data protection best standards and practices is a key requirement;
- Computer knowledge including Microsoft Office and ability to use internet and email;
- Knowledge of Geographical Information System (GIS) softwares, ArcGIS or QGIS;
- Knowledge of statistical applications, R, Power BI, and use of tablets;
- Familiarity with mobile data collection technologies and GPS;
- Good communication skills, efficiency and flexibility;
Attention to detail and quality and capacity to meet deadlines.
Fluency in Tok Pisin and English is required.
Travel required: The incumbent required to travel to the field.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Responsibilities
~2 min readIOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
