Under the overall supervision of the Head of Resources Management and the direct supervision of Finance Officer, and in collaboration with relevant units at the Regional Offices (ROs), Country Offices (COs), and Global Shared Services Centre (GSSC); the Senior Finance Associate will be responsible and accountable for supporting the finance and administrative functions related to resource management in Juba.
Provide procedural guidance to managers and staff; supervise, guide and train other finance support staff.
Prepare budget, accounting, financial, statistical reports and other reports as required.
Manage financial resources through monitoring and controlling assets, reserves, funds, supplies, etc. in accordance with IOM rules and regulations.
Provide specialized advice and support to Project Managers and/or Head of Sub-office on financial and administrative matters.
Prepare a budget submission and revisions including estimating the cost of staff as well as rental and utilities, office equipment and supplies, printing, and other contracts, services or running expenses.
Monitor compliance with financial policies, procedures, rules and regulations.
Consolidate data into financial statements and assist in monitoring expenditures to ensure they remain within authorized levels.
Provide regular and ad hoc financial information to support informed financial decision making.
Assist monitoring that bank reconciliations for IOM accounts are regularly performed and reviewed by designated stakeholders.
Support and review payroll processes, including verification and coordination with GSSC.Ensure that disbursements are made based on proper authorizations and supported by legitimate and sufficient documentation.
Review the status and monitor the proper maintenance of Vendor Accounts and general ledgers in accounting system.
Verify vendor claims for accuracy and conformance with IOM finance policies and instructions.
Coordinate with the Regional Offices, Country Offices, Global Shared Services Centre (GSSC) on financial and administrative matters as needed.
Perform other relevant duties as may be assigned.
Requirements
~1 min readBachelor’s degree in Business Administration, Accounting, Finances, or related field from an accredited academic institution with five years of relevant professional experience; or
- High School diploma with seven years of relevant experience;
- Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience in the field of accounting or finance;
Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook; previous experience in Oracle and SAP is a distinct advantage; and
Previous experience with UN, international agencies, non-government or government institutions/organization in a multi-cultural setting is an advantage.
In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;
Knowledge of UN and bilateral donor programming;
Knowledge of financial rules and regulations;
Knowledge of International Public Sector Accounting Standards (IPSAS);
Attention to detail, ability to organize paperwork in a methodical way; and
Discreet, details and clients-oriented, patient and willingness to learn new things;
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English is required (oral and written).
Working knowledge of Arabic.
