This consultancy is implemented under the “A Ghanaian European Safe and Prosperous People’s Mobility ( ATUU) Project, which seeks to strengthen migration governance at the local level through functional, inclusive, and sustainable coordination mechanisms.

Effective migration governance at the local level requires functional coordination mechanisms that bring together government institutions, technical departments, civil society actors, and other relevant stakeholders. To this end, Local Technical Committees (LTCs) have been established at four  local pilot areas within the decentralized planning system to support migration management, migrant protection, labour migration governance, ethical recruitment, and referral pathways at the local level.

Through ATUU project support, the LTCs have been formally established and provided with initial capacity-building and technical training. However, the sustainability and effectiveness of these structures depend on consistent technical coordination, systematic follow-up on decisions, proper documentation, and strong linkages with national migration management approaches.

To this end, the successful candidate will coordinate the LTC secretariate to support the management of migration at the four selected MMDAs, working with relevant departments and members of the LTC.

This consultancy will provide hands-on technical, coordination, and operational support to the LTC secretariate to ensure its effective functioning and contribution to improved migration management outcomes at the local level. The assignment will be implemented under the coordination of the International Organization for Migration (IOM), in close collaboration with the four pilot Metropolitan Assemblies,  and other relevant government counterparts and stakeholders.

Tasks to be performed under this contract
  • Support the development of a platform for technical dialogue among government stakeholders to ensure that all project activities and the initiatives on migration are aligned with the Metropolitan, Municipal and District Assembly Development Plans and ensure alignment with the implementation of national policies and strategies such as the MTNDPF.

  • Develop and/or update standardized LTC operational tools, including meeting agendas, minutes templates, action-tracking matrices, and reporting formats.

  • Develop an annual  LTC workplan aligned with ATUU project objectives and national and local  migration governance priorities.

  • Coordinate and facilitate regular quarterly LTC meetings, including preparation of agendas, documentation of proceedings, and follow-up on agreed action points.

  • Serve as the focal point for communication between LTC members, local authorities, and the project team.

  • Support the implementation and tracking of LTC recommendations related to migration management, ethical recruitment, migrant protection, and referral mechanisms.

  • Monitor LTC performance, participation, challenges, and achievements.

  • Prepare concise monthly progress reports and quarterly analytical reports on  LTC activities.

  • Document good practices, lessons learned, and case examples from LTC operations.

 
Performance indicators for the evaluation of results
  •  LTC operational tools and annual workplan developed and validated within the first month of the assignment.

  • At least one (1)LTC meeting coordinated per quarter with documented minutes and follow-up actions.

  • Evidence of effective follow-up and implementation of LTC recommendations.

  • Timely submission of quality monthly and quarterly reports.

Requirements

  • University degree in Migration Studies, Public Administration, Social Sciences, Development Studies, or a related field from an accredited academic institution
  • Minimum five (5) years of relevant professional experience in migration governance, local governance, programme coordination, or related areas.

  • Demonstrated experience coordinating or supporting multi-stakeholder technical committees, task forces, or working groups at the local or sub-national level.

  • Proven knowledge of local government systems, decentralized governance structures, and local service delivery and referral mechanisms in Ghana, particularly within metropolitan, municipal, or district assemblies.

  • Strong understanding of labour migration governance, ethical recruitment, migrant protection frameworks, and referral pathways at the local level.

  • Proven experience in facilitation, stakeholder engagement, follow-up on action points, and analytical reporting.

  • Excellent communication and writing skills.

For this consultancy, Fluency in English is required.Knowledge of a local language is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Responsibilities

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
