IronMountain Solutions is seeking a Senior Congressional Affairs Analyst to support our customer in Huntsville, AL. An ideal candidate would have recent and relevant experience of congressional schedules and processes including knowledge of the Army’s Planning, Programming, Budget, and Execution process.
Requirements
~1 min read- Must currently possess an active and transferrable DoD security clearance with active investigation.
- Expert knowledge and/or certification on the Army’s Planning, Programming, Budget, and Execution (PPBE) process.
- Expert knowledge of CPE Aviation program structure with emphasis on the mission, functions, capabilities, programs, and other organizational relationships, and associated customers to ensure DA, DoD, Legislative Offices and Congress/Committees are provided pertinent information.
- Skill in oral and written communication to review information for adequacy of content and context prior to distribution to CPE Aviation headquarters and higher headquarters.
- Bachelors and 10 years of experience or Masters and 8 years experience.
Travel: May require travel up to 20%.

Responsibilities
~2 min read- →Monitor the Defense Appropriations Bill process, beginning with Army Posture Hearings, subcommittee/committee deliberations on the Bill, House and Senate Floor action, and White House action for impact on the organizations’ programs.
- →Coordinates with the Office of the Assistant Secretary of the Army (Financial Management) and the Director of the Army Budget on the Defense Appropriations Bill to ensure CPE programs continuity.
- →Ensure CPE Aviation’s leadership is kept aware of Congressional action and/or concerns during the budget process. Coordinates with Office of the Chief Legislative Liaison (OCLL) action officers.
- →Support and participate in ASA(ALT)’s process to negotiate Defense Appropriations Bill conference issues.
- →Provide expert advice to CPE Aviation Headquarters in preparation for meetings chaired by Army Senior Leaders that address congressional issues. Prepare the CPE for testimony before Congress.
- →Develop strategies for improving and maintaining strong relationships with Congress. Serve as the organization's strategist on Congressional affairs, establishing and maintaining open lines of communication with Members of Congress and Professional Staff Members of the four primary defense subcommittees.
- →Liaise with Army Staff, Department of Defense (DOD) and Department of the Army (DA) Legislative Affairs, and major Army commands for CPE Aviation’s posture on all activities.
- →Obtain CPE guidance and work directly with PM offices to produce briefing material and messaging to be presented during congressional engagements and in response to congressional inquiries including reports.
