LA28 is the independent, non-profit, privately funded organizing committee for the Los Angeles 2028 Olympic and Paralympic Games. The 2028 Games mark the return of the Summer Games to the U.S. for the first time in 32 years and Los Angeles’ third time hosting an Olympic Games and first time welcoming the Paralympic Games. This presents the unique and exciting opportunity to celebrate our legacy with the Games and push the Olympic and Paralympic Movements forward, writing a new chapter of Games history in Los Angeles.

The Permitting Manager will play a critical role in the planning, coordination, and execution of permitting activities required for the successful delivery of Olympic and Paralympic venues and related infrastructure for the LA28 Games. This position will oversee the acquisition, management, and compliance of permits, approvals, licenses, and regulatory requirements across temporary and permanent venues, operational sites, and overlay construction.

Reporting to the Senior Manager, Permitting within Venue Infrastructure, the Manager, Permitting will collaborate closely with internal functional areas, public agencies, consultants, architects, engineers, contractors, and government stakeholders to ensure all permitting milestones are achieved on schedule and in compliance with applicable regulations.

The ideal candidate is a highly organized project leader with strong knowledge of California permitting processes, municipal approvals, building and safety regulations, environmental compliance, and large-scale event or construction delivery.

Responsibilities

  • Lead and manage the permitting process for Olympic and Paralympic venues, temporary structures, overlay installations, and operational facilities.
  • Develop comprehensive permitting schedules aligned with construction, operational readiness, and Games-time milestones.
  • Identify required permits and approvals across city, county, state, and federal jurisdictions.
  • Track permit statuses, submission deadlines, approvals, inspections, renewals, and close-out requirements.
  • Establish permitting workflows, reporting systems, and document control processes.
  • Serve as the primary liaison with Authorities Having Jurisdiction (AHJs),including:
      • Building & Safety Departments
      • Fire Departments
      • Planning & Zoning Agencies
      • Public Works & Engineering
      • Transportation Agencies
      • Environmental and Coastal Agencies
      • State and Federal Regulatory Bodies
  • Coordinate permit reviews, inspections, plan checks, and regulatory meetings.
  • Facilitate issue resolution between agencies, contractors, consultants, and project teams.
  • Partner with City Operations, Security, Transportation, Energy, Legal, Government Relations, Sustainability and other functional areas to align permitting requirements with operational needs.
  • Support venue planning reviews and constructability assessments.
  • Coordinate with third-party consultants, architects, engineers, and contractors to ensure permit-ready documentation.
  • Maintain detailed permit logs, dashboards, schedules, and reporting tools.
  • Prepare executive summaries and status reports for leadership and stakeholders.
  • Monitor permitting budgets, consultant scopes, and associated agency fees.
  • Identify critical path permitting risks and escalation items.

Requirements

  • Bachelor’s degree in Construction Management, Urban Planning, Architecture, Engineering, or related field.
  • 5+ years of experience in permitting, planning, construction management, infrastructure delivery, or regulatory compliance.
  • Experience managing permits for large-scale construction projects, sports venues, entertainment events, infrastructure projects, or public events.
  • Strong understanding of California permitting processes and regulatory frameworks.
  • Experience working with multiple government agencies and AHJs.
  • Exceptional project management and organizational skills.
  • Strong written, verbal, and presentation communication abilities.
  • Ability to manage multiple priorities in a fast-paced, deadline-driven environment.
  • Proficiency in Microsoft Office Suite, Smartsheet, SharePoint, Bluebeam, and project management software.
  • Available to work onsite in our Downtown Los Angeles-based office. 
  • The majority of work will be conducted in an office setting, requiring extended periods of time using computers, phones, and other office equipment.   
  • The LA28 office is an open floorplan working environment; employees must be able to work efficiently in an open cubicle environment.   
  • Hours of work may vary, including evenings, weekends, and holidays, especially during peak event periods. 
  • Perform other duties as required; the role will evolve over time and may include operational responsibilities during the Olympic and Paralympic Games. 

The annual base salary range for this position is $88,000.00 - $115,000.00. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28’s operational business needs and applicable law.

LA28 does not provide relocation assistance.

  • Experience with large special events, stadiums, entertainment venues, or Olympic-scale operations.
  • Knowledge of temporary event structures and special event permitting.
  • Familiarity with CEQA, NEPA, ADA, and public assembly requirements.
  • Familiarity with the California Building Code preferred.
  • PMP certification or related project management credentials is a plus.
  • Existing relationships with Southern California regulatory agencies is a plus.
  • Capacity to present information concisely to a wide audience of executive leadership, external contractors and advisors, as well as governmental agencies and staff
