The Child and Family Services Division provides programming throughout Colorado, including Foster Care (traditional foster care, Unaccompanied Refugee Minor program, and Long-Term Foster Care program), Adoption and Pregnancy Counseling, Older Adult Services, and Family Support & Education programs. Our staff work diligently with clients and families to support them in reaching their unique goals.

The Long-Term Foster Care (LTFC) program at Lutheran Family Services Rocky Mountains (LFSRM) provides care and support to Unaccompanied Children (UC) in federal custody as they wait for their immigration case to be resolved so they can transition to a more long term program or living arrangement. UCs are placed with licensed foster families and attend public school while they are in the program, allowing them to have more normalized experiences in family based environment.

Responsibilities

The Program Director of Child & Family Services will be responsible for the overall management of the programmatic, administrative, and operational systems related to the provision of care and services. In this role, it is essential to maintain program efficiency and compliance and communicate effectively with key stakeholders. Maintains fiscal oversight of annual program budget. Selects, supervises, and evaluates program personnel, providing case and administrative supervision. This position maintains oversight and decision-making authority over all positions in assigned programs.

  • Manages Projects and Functions: Ensures effectiveness and efficiency in the delivery of services and/or programs. Organizes people, resources, and activities and fosters collaboration to achieve responsibilities, goals and targets.

  • Promotes Staff Development: Maintains positive and professional relationships with staff, providing regular feedback on strengths and areas needing development. Provides ongoing training and coaching to help staff develop skills and knowledge to be successful at work and foster professional growth.

  • Communicates Expectations Clearly: Ensures that expectations are achievable, communicated clearly and understood.

  • Utilizes Delegation: Ensures that responsibilities are appropriately delegated to staff according to individual skills, job duties and work priorities.

  • Fosters Continuous Improvement and Innovation: Promotes efforts aimed at improving current processes through a culture that fosters continuous improvement. Identifies and Implements improvements and innovations that increase efficiency and enhance work quality.

  • Communicates Professionally: Ability to communicate professionally and cooperate with colleagues, other professionals, community partners, and other individuals involved in the care and coordination of services.

  • Meet standards of practice: Familiarity with or ability to follow practice standards, including applicable local, state and federal regulations and guidance, and contractual requirements.

  • Provide crisis intervention: Experience with crisis management, problem solving, and mediation best practices.

  • Maintains Program Documentation: Maintains consistency of program documentation and ensures that documentation and reporting is completed in a thorough, high quality, and timely manner.

  • Active Listening: Giving full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate, and not interrupting.

  • Critical Thinking: Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.

  • Recruits, trains, and supports program personnel and promotes a positive and supportive work environment.

  • Maintains fiscal oversight of assigned programs, managing offices and program budgets to ensure positive financial performance and responsible stewardship of agency resources.

  • Ensure that the program adheres to federal and state regulatory requirements, agency policy, and contractual obligations.

  • Provide oversight and administration of foster care services including child welfare best practices and program management.

  • Maintain the delivery of quality services that are consistent with state licensing and standard operating practices.

  • Oversee the timely preparation and submission of documentation for services and reporting purposes.

  • Maintain current knowledge of trends, practices, concerns, and issues in the areas of child welfare, refugee resettlement, abuse & neglect prevention, and family preservation services.

  • May provide direct services and participate in on-call rotation.

Must maintain a valid driver's license and carry personal auto liability insurance at the level of $100,000/300,000/100,000.

  • Frequent local regional travel. May be required to transport clients in personal vehicle.

Bachelor's degree in a social or behavioral sciences with minimum five (5) years' experience in an administrative capacity to include three (3) years of child welfare and/ or experience working with refugee and/or immigrant populations.

Master's degree in social or behavioral sciences with at least two (2) years' experience in an administrative capacity, to include one (1) year of child welfare and/ or experience working with refugee and/or immigrant populations.

Two or more years' experience with budgetary or fiscal management responsibilities strongly preferred.

Due to policy requirements from the Office of Refugee Resettlement, staff in this Long-Term Foster Care Program who work directly with Unaccompanied Children must present proof of immunization or immunity (within 120 days of hire) to the following diseases: Varicella, MMR, Tdap, and annual Influenza; or an approved exemption from Human Resources.
