Main Purpose of Job

The Environmental Program Manager I will manage and oversee the Lead Accreditation and Oversight Division within the Lead Poisoning Prevention Program. The division is responsible for enforcing the provisions of Environment Article Title 6, Subtitle 10, and associated regulations related to lead risk reduction, accreditation, training, and lead paint abatement services. The incumbent will also oversee implementation of regulations related to renovation, repair, and painting (RRP) activities involving lead-based paint in residential, public, and commercial buildings constructed before 1978, as established under House Bill 644. Responsibilities include oversight of accredited lead paint contractors, inspectors, property owners, and other regulated entities to ensure compliance with State lead poisoning prevention laws and regulations.\r\n\r\n\r\n\r\n\r\nThe working conditions of this position may involve:\r\n\r\n\r\n Exposure to uncomfortable or unpleasant surroundings.\r\n Occasional field visits, inspections and meetings are conducted at residential rental properties and construction sites throughout the State or assigned area and in all weather conditions.\r\n Work involves exposure to hazardous conditions which may result in injury.\r\n Occasional field visits, inspections and meetings are conducted at residential rental properties and construction sites throughout the State.\r\n Special physical demands such as lifting 50 pounds or more, climbing ladders, etc.\r\n Residential, commercial and public buildings and construction projects including steel structures such as bridges or elevated storage tanks where accessing the work areas for inspection requires climbing ladders.\r\n Use of protective equipment such as hard-hat, safety shoes, googles, gloves, mask, etc.\r\n\r\n\r\n�\r\nThe incumbent in this position will be required to drive a State vehicle.� If you maintain an out-of-state driving license, you must provide a certified copy of your driving record for the appropriate Motor Vehicle Administration at the time of appointment. Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.\r\n\r\n\r\n

MINIMUM QUALIFICATIONS

Education:�� A Bachelor’s degree from an accredited college or university including 30 credit hours in engineering or the biological, environmental or physical sciences.\r\nExperience: Three years of experience supervising a professional staff or as a project supervisor in the General field of work.\r\nNotes:\r\n1.�Candidates may substitute additional experience in engineering, public administration or law as related to environmental health on a year-for-year basis for the required education.\r\n2.�Applicants may substitute registration as an Environmental Sanitarian or as a Professional Engineer for the required education.\r\n3.�Applicants may substitute one additional year of experience in engineering, public administration or law�related to environmental health for the 30 credit hours of required education.\r\n4.�Candidates may substitute U.S. Armed Forces military service�experience at a rank of Corporal/Petty Officer or higher as a�commissioned officer in�Environmental Engineering and Natural�Resources classifications or Environmental Engineering and�Natural Resources specialty codes in the Engineering, Natural Resources and Science field of work on a year-for-year basis for�the required education and�experience.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Please note that your answers to the supplemental questionnaire must correspond to the information provided on your application to receive credit.\r\n\r\nIt is preferred that the selected candidate has the following:\r\n\r\n Solid understanding\r\n of environmental laws and regulations, with the ability to apply and\r\n enforce them effectively;\r\n Strong leadership\r\n skills with experience managing teams and complex projects while ensuring\r\n compliance and efficiency;\r\n Skilled in creating\r\n and improving environmental programs and policies to address challenges\r\n and protect public health;\r\n Experienced in\r\n working with a wide range of stakeholders, including government agencies\r\n and legal teams, to support program success;\r\n Proficient in\r\n preparing detailed reports, including grant reporting, and using data to\r\n ensure compliance and measure program impact;\r\n Excellent\r\n communicator, able to explain complex environmental issues clearly and\r\n make data-driven decisions;\r\n Strong skills in\r\n Microsoft Office, Google tools, and compliance tracking systems to\r\n streamline operations;\r\n\r\n\r\n\r\n
