Intersectional Pharmacist for International Humanitarian Missions

This position is an intersectional position for all the sections operational in Afghanistan, hierarchically reporting to Afghanistan Country Representative and technically reporting to the Section Pharmacist Focal Point. Only major strategic discussions and decisions, beyond routine administrative and day to day regulatory activities, will be submitted to the Med Cell platform for validation.
Acts as a technical focal point for pharmaceutical regulatory affairs, importation, and liaison with national authorities.
Responsibilities
~2 min read- →Act as the intersectional technical focal person for pharmaceutical regulatory and importation matters for all the sections present in Afghanistan, ensuring coherence, coordination, and collaboration across sections..
- →Ensure timely, compliant, and coordinated importation and availability of medical and pharmaceutical supplies, from a regulatory perspective, in line with MSF protocols, standards, and procedures, and in close collaboration with the Supply Team.
- →Provide strategic technical guidance to Afghanistan RA Pharmacist, the Afghanistan Country Representative, Medical Coordinators, and Country Pharmacists on regulatory and importation matters.
- →Regularly maintain sampling tracking files, ensuring traceability and promptly communicate OOS to MSF Supply Centres (MSF SC), Pharma HQ and SC RAP.
- →Monitor the regulatory, political, and operational context related to pharmaceutical regulation.
- →Proactively identify and communicate potential or upcoming changes in regulations, procedures, or expectations that may impact MSF operations.
- →Represent MSF and liaise with external authorities, other NGOs and UN agencies, concerning quality and availability of essential medicines and pharmaceutical issues, as needed
- →Maintain oversight and follow-up of short-expiry and overstocked medical items especially when internal handling between OCs is not possible.
- →Support the harmonization of expired medicines destruction processes, clarifying roles and responsibilities between Medical, Supply, and Logistics departments.
- →Define, coordinate, and monitor pre clearance and importation processes for medical goods, in collaboration with the Afghanistan RA Pharmacist and MSF SC RAP.
- →Maintain an on the ground presence in Afghanistan to ensure a strong understanding of the local pharmaceutical market and regulatory context.
Working day: Full time
- Essential: pharmacy degree (or equivalent 4-5 years diploma according to the country of origin of the pharmacist)
- Essential: 4-5 years professional experiences, including some experience in developing countries with MSF, ideally with different sections, or another international organization.
- Essential: English (B2 or higher level)
- Mature with strong interpersonal and organisational skills.
- Ability to work and report independently.
- Able to represent MSF with the capacity to negotiate positively and diplomatically with MoH officials and also with other MSF staff.
- Excellent communication and diplomatic skills.
- Good organisation and management skills.
- Professionalism, transparency and flexibility is a must.
- Ability to work in a team.
- Good analytical and problem-solving skills with attention to detail .
- Knowledge of MSF Supply Centres highly recommended.
- Experience with quality assurance and procurement is an asset.
- Knowledge of MSF Pharmacy Stock Management tools is a bonus.
- Sensitivity and knowledge of Afghan cultural context important.
The vacancy remains open all year round due to the needs within the Humanitarian Missions. The selection process may take 3 to 6 months after my application, once accepted, you will be part of the MSF International Pool, and the mission assignment may take 3 to 6 months after validation.
