  • Provide oversight of the contract lifecycle from initiation through execution.
  • Review, negotiate, and finalize vendor, service, client, and licensing agreements.
  • Partner with legal and finance teams to identify and mitigate contract risks.
  • Maintain contract databases and tracking systems.
  • Monitor contract compliance, service levels, payment terms, and deliverables.
  • Develop and improve contract management processes to increase efficiency and effectiveness.
  • Coordinate and manage Medical Director agreements in compliance including overseeing Anti-Kickback Statute, Stark Law, and Fair Market Value (FMV) requirements.
  • Oversee contracting for:
    • Medical Directors
    • Other clinical professional services
  • Track contract terms, renewals, compensation limits, and regulatory compliance documentation.

State Licensing

  • Manage all home health and hospice agency licensure across applicable states, including:
    • Initial licensure
    • Renewals
    • Changes of ownership (CHOW)
    • Location changes
    • Scope-of-service modifications
  • Act as primary contact with state health departments and licensing agencies.
  • Maintain licensing documentation and ensure timely submissions.
  • Support CMS certification processes and filings, including:
    • Medicare enrollment (CMS‑855A)
    • Revalidation activities
    • Change notifications
  • Coordinate accreditation activities with agencies such as CHAP, ACHC, and Joint Commission.
  • Prepare and maintain survey readiness documentation related to contracts and licensing.
  • Develop and maintain policies and procedures related to:
    • Contracting
    • Licensing
    • Regulatory compliance
  • Create and oversee centralized contract and licensing repositories.
  • Support internal and external audits, surveys, and due diligence requests.
  • Provide compliance support during mergers, acquisitions, and market expansions.
  • Provide KPIs on success in contract management and timing on licensure.
  • Partner with:
    • Legal Counsel on contract language and regulatory interpretation
    • Compliance on regulatory risk mitigation
    • Finance on reimbursement analysis and contract modeling
    • Operations on market expansion and readiness
    • HR on physician contracting coordination (as applicable)
  • Provide leadership with regular reporting on contract status, risks, and licensing timelines.

Requirements

  • Bachelor’s degree in Healthcare Administration, Business Administration, Legal Studies, or related field
  • 8+ years of experience in home health contracting, licensing, or healthcare regulatory administration
  • Working knowledge of:
    • CMS Conditions of Participation (CoPs)
    • Medicare enrollment and revalidation
    • State home health licensing requirements
    • Payor contracting frameworks
  • Experience managing multiple states or markets simultaneously
  • Strong contract review and negotiation experience
  • Excellent organizational and project management skills

Nice to Have

  • Familiarity with value-based care contracting
  • Experience with CHOWs, de novos, and acquisitions
  • Accreditation experience (CHAP, ACHC, Joint Commission)
