Background/introduction
The Project: ACCESS-LA
MSF is launching ACCESS-LA (Accelerating Community-Centred Equitable Scale-Up of Long-Acting PrEP), a three-year Access Fund initiative designed to catalyse equitable, timely, and affordable access to Long-Acting (LA) PrEP for HIV prevention.
The project focuses specifically on the introduction of Lenacapavir (LEN-LA)—a twice-yearly injectable—and other LA formulations (e.g., Cabotegravir) to address the prevention needs of marginalized and criminalized populations who face systemic exclusion from existing health services.
The project operates through three integrated pillars:
- Advocacy & Communication: Addressing licensing, pricing, and regulatory barriers.
- Implementation: "Light-touch" support to introduce LA-PrEP in diverse MSF-supported contexts
- Monitoring & Research: Generating operational and effectiveness evidence to inform global guidelines, procurement, and advocacy.
Given the complexity of ACCESS-LA — including multi-currency budgets, donor reporting (Access Fund, TIC and other funding streams), cross-OC collaboration, and coordination with MSF Access Campaign — a permanent Liaison & Resources Manager is required to ensure strong financial stewardship, HR systems, governance compliance, and administrative sustainability.
This role provides the administrative backbone of ACCESS-LA and ensures that operational ambition is matched with robust systems, accountability, and compliance.
The Role
To ensure robust financial, human resources, and administrative management of ACCESS-LA across all clusters and workstreams, enabling:
- Transparent and compliant use of funds
- Strategic resource allocation aligned with advocacy and implementation priorities
- Effective recruitment and nurturing of a multidisciplinary global team
- Donor confidence through accurate and timely reporting
- Strong governance and risk mitigation
The role ensures that ACCESS-LA remains operationally agile while fully compliant with MSF standards and donor requirements.
This position works in close collaboration with the ACCESS-LA Project Lead, HR and Finance at project sites, MSF partner sections.
Scope of responsibilities
A. Strategic Financial Liaison with OCB finance department.
- Work with relevant finance focal point to develop and manage the ACCESS-LA consolidated budget (multi-year, multi-cluster, multi-currency).
- Consult with the OCB Medical Department so that they are informed of the required chart of accounts aligned with Access Fund/TIC reporting.
- Meet with the relevant finance focal point to assist them to conduct regular budget forecasts and financial scenario analysis to inform strategic decisions (e.g., scale-up of pilots, campaign investment, CSO envelopes).
- Ensure readiness for internal and external audits.
- Oversee financial reporting to TIC/Access Fund, ensuring compliance and consistency.
B. Human Resources Management
- Lead workforce planning aligned with ACCESS-LA’s three pillars (Advocacy, Implementation, Research).
- Ensure grading, contracting, and onboarding of staff in collaboration with HR.
- Ensure compliance with MSF HR policies and TIC/Access Fund requirements.
- Support staff wellbeing and foster a collaborative, high-performing project culture.
- Ensure appropriate handling and reporting of HR-related risks (harassment, abuse, disciplinary processes).
C. Access LA Fund Management
- Coordinate overall grant management for Access Fund/TIC.
- Ensure alignment between budgets, logframes, KPIs, and deliverables.
- Maintain grant tracking tools (deadlines, reporting milestones, amendments).
- Support preparation of budget revisions and grant modifications.
- Ensure compliance with requirements and documentation standards.
Requirements
Education
- Degree in Finance, HR, Governance or related field and/or relevant experience (essential).
- Certification in project management, grant management, or auditing (asset).
Experience
- Minimum 5 years in finance or HR management or project support roles in MSF contexts or other NGOs.
- Experience in humanitarian or global health programmes.
- Strong familiarity with MSF financial and HR systems (asset).
Languages
- Spoken and written English is essential. French or Portuguese would be an asset.
Knowledge
- A strong background in accountability
- Knowledge of multi-currency financial management and forecasting.
- Understanding of HR legal frameworks in international settings.
- Familiarity with governance structures in MSF and Access Fund/TIC mechanisms (asset).

Contract conditions and benefits
