Since its establishment in 2008, Mulilo has grown into one of South Africa’s leading Independent Power Producers (IPP). Mulilo is majority owned by Copenhagen Infrastructure Partners (CIP), with Norfund holding an additional investment through the Norwegian Climate Investment Fund.

 

Mulilo develops, constructs and operates utility scale wind, solar PV and battery energy storage projects across South Africa. The company currently operates 450 MW of wind and solar capacity, with a further 765 MW under construction. A portfolio exceeding 2 GW is advancing toward financial close, while the long-term development pipeline exceeds 30 GW.

 

Mulilo has concluded power purchase agreements under the South African government’s Renewable Energy Independent Power Producer Procurement Programme (REIPPPP), as well as private offtake agreements with several large corporate energy users.

About this role

 

This service provides a fully functional, site-based project quality management capability for the construction phase, ensuring compliance with contractual, regulatory and Employer quality requirements, independent oversight of EPC contractor QA/QC activities, early defect prevention and issue resolution, and the delivery of handover-ready, quality-compliant assets that support controlled commissioning and predictable project close-out over the project execution period, typically 18 to 24 months.


Duties and responsibilities 


Project Quality Management


  • Establish and manage the Project Quality Management System (PQMS) aligned to Employer requirements.
  • Review and approve Contractor Project Quality Plans (PQP).
  • Review and approve Inspection & Test Plans (ITPs) and Method Statements.
  • Ensure compliance with applicable standards, specifications, and contractual obligations.
  • Enforce quality control processes across all disciplines (Civil, Mechanical, Electrical).


Quality Assurance & Control Oversight


  • Monitor and oversee Contractor QA/QC implementation on site.
  • Ensure correct application of hold points and witness points.
  • Conduct regular site inspections, surveillance, and audits.
  • Verify material compliance, workmanship, and installation quality.
  • Ensure traceability of materials, components, and installations.


Non-Conformance Management


  • Establish and manage the Non-Conformance Report (NCR) process.
  • Ensure all non-conformances are:
  • Properly identified
  • Documented
  • Categorised (Critical / Major / Minor)
  • Track NCRs through to closure and verification
  • Ensure effective root cause analysis and corrective/preventative actions.
  • Escalate critical quality risks to Employer management.


Procurement & Free Issue Material (FIM) Control


  • Oversee quality aspects of procurement and supplier deliverables.
  • Ensure Free Issue Materials (FIM) are:
  • Inspected upon receipt
  • Verified against specifications
  • Properly stored and protected
  • Ensure all materials have:
  • Certificates of compliance
  • Test reports
  • Traceability records


Quality Expediting


  • Monitor quality readiness of equipment and materials prior to delivery
  • Ensure completion of:
  • Factory Acceptance Tests (FATs)
  • Inspection reports
  • Certification documentation
  • Prevent non-compliant materials arriving on site


Documentation & Data Pack Control


  • Ensure all quality documentation is:
  • Complete
  • Accurate
  • Submitted in line with project requirements.
  • Monitor development of data books and handover dossiers.
  • Ensure documentation aligns with Employer handover requirements.
  • Interface with Document Control to ensure:
  • Traceability
  • Version control
  • Timely submission


Commissioning & Handover Readiness


  • Ensure all quality requirements are met prior to commissioning.
  • Verify that:
  • Systems are installed as per approved documentation.
  • NCRs are closed.
  • Inspection records are complete.
  • Support commissioning readiness reviews.
  • Ensure delivery of handover-ready quality documentation packs.


Stakeholder Management


  • Interface with:
  • EPC Contractor
  • Owner’s Engineer
  • Consultants
  • Internal project teams
  • Facilitate quality meetings, inspections, and audits.
  • Ensure alignment on quality expectations and requirements.


Reporting & Risk Management


  • Provide regular quality reports to Employer.
  • Highlight:
  • Risks
  • Non-compliances
  • Trends
  • Maintain quality registers and dashboards.
  • Proactively identify and mitigate quality risks impacting project delivery.


Monthly Deliverables


  • Weekly and monthly quality reports
  • Updated NCR register
  • Inspection and audit reports
  • Quality risk logs
  • Progress status of:
  • Data packs updates/ register
  • Handover documentation /Register


Required skills and education background.


  • Bachelor’s degree in engineering or quality management.
  • Minimum 5–8 years’ experience in EPC project quality management.
  • Proven experience in renewable energy (PV, Wind, BESS)
  • Strong knowledge of: ISO 9001, Quality management systems, and Construction quality processes.
  • Demonstrated ability to manage contractor quality performance, lead audits and inspections, resolve complex quality issues and strong quality governance and enforcement capability.
  • High level of attention to detail and technical understanding.
  • Ability to challenge contractors and enforce compliance.
  • Strong communication and stakeholder management skills.
  • Ability to work in high-pressure, multi-project environments.
  • Strong leadership and governance capability.
  • High commercial and contractual (FIDIC) awareness.
  • Advanced risk management and problem-solving skills.
  • Excellent stakeholder engagement and communication.
  • Ability to operate at strategic and operational levels.
