This executive leader operates within a matrixed organization, where delivery outcomes depend on tight coordination across:
- Program Delivery and portfolios
- Product, engineering, and design (practices)
- Delivery Operations
- Finance, People Ops, and Business Development
- The EVP, Program Delivery is co-equal to Nava's EVP, Growth. Growth creates demand and Delivery fulfills and sustains it –– both are required for durable performance.
Rather than relying on direct authority alone, the EVP succeeds by:
- Establishing clear operating models and decision rights
- Aligning multiple functions around shared outcomes
- Building systems that reduce friction across organizational boundaries
This role oversees a multi-layered Program Delivery organization (80+ people) and is responsible for ensuring consistent, high-quality execution across complex, mission-critical engagements.
In parallel, the EVP designs and operates a unified, Model Context Protocol (MCP)-native delivery system – a real-time, intelligent layer that integrates program execution, financial performance, staffing, and risk into a single system.
Success in this role requires improving both delivery outcomes and the system through which delivery happens.
Responsibilities

- Build trusted relationships with senior government stakeholders
- Lead high-stakes communications, escalations, and recovery efforts
- Drive organic growth, recompete success, and pre-RFP positioning
- Translate delivery insights into future opportunity shaping
- Lead and develop a high-performing organization of delivery leaders
- Establish clear accountability and role clarity across leadership layers
- Build a strong leadership bench and succession pipeline
- Drive a culture of ownership, transparency, and continuous improvement
- Own portfolio performance across cost, schedule, scope, and quality
- Ensure consistent, real-time visibility into program health
- Lead intervention and recovery efforts for at-risk programs
- Establish consistent delivery practices across programs without over-bureaucratizing teams
- Reduce operational burden on delivery leaders and increase organizational leverage
- Design and operate a unified delivery system
- Replace manual reporting and coordination with system-driven workflows and automation
- Integrate program, financial, staffing, and risk data into a shared context layer

- Establish system-driven governance, where:
- Program health, risks, and financials are visible in real time
- Escalations are exception-based and timely
- Eliminate redundant reporting, tooling, and coordination layers
- Define and enforce minimum operating Standards (MOS) through systems rather than manual process
- Ensure the system supports both:
- Consistent standards where needed
- Flexibility and team-level autonomy
- Partner with platform, data, and AI teams to:
- Enable automated reporting and insights
- Introduce predictive risk signals
- Support agent-assisted workflows
- Establish continuous, system-driven governance with exception-based escalation
- Ensure audit readiness and compliance with government contracting requirements
- Build proactive risk identification and mitigation practices across the portfolio
- Lead executive-level governance and risk reviews
- Own revenue predictability, margin performance, and portfolio health
- Ensure accurate forecasting and strong EAC discipline across programs
- Partner with Finance to improve financial transparency and decision-making
- Drive accountability for financial outcomes at the program and portfolio level
- 10+ years leading delivery in government contracting or similarly regulated environments
- Proven experience overseeing large, complex program portfolios
- Experience leading leaders in scaled organizations (multi-layered delivery teams)
- Deep expertise in program, portfolio, and delivery management
- Strong financial acumen, including forecasting and EAC management
- Experience in digital services, software delivery, or modernization programs
- Experience improving operational maturity in scaling organizations
- Familiarity with AI-enabled or data-driven delivery models. Model context protocol is emerging. A working knowledge of MCP and how it can serve the position is preferred
- Experience working across federal, state, and/or local government programs
