Job Description

NAOVI is seeking a Systems Architect for the following task:

Required Skills

• All candidates must be U.S. Citizens. Required
• All candidates will need to currently possess an Active TSSCI w/FS polygraph for consideration of this position. Required

• Demonstrated experience with enterprise architecture leadership in a complex, federated, regulated, or mission-oriented IT enterprise.
• Demonstrated experience establishing or maturing an EA practice, preferably from a low-maturity or start-up condition.
• Demonstrated experience with business architecture skills, including capability modeling, value streams, operating models, stakeholder outcomes, and investment framing.
• Demonstrated experience with technology strategy, portfolio management, lifecycle planning, technical-debt analysis, road mapping, and modernization.
• Demonstrated experience developing according to architecture principles, standards, patterns, reference architectures, and exception processes.
• Demonstrated experience with executive-level writing and briefing.
• Demonstrated experience with executive level facilitation, negotiation, and stakeholder-influence skills.
• Demonstrated experience distinguishing strategic enterprise architecture from solution architecture, technical architecture, engineering execution, cybersecurity authority, and operational authority.

Education and Experience:

• 8+ to 10+ years of relevant SI experience within the Intelligence Community (IC) and a IT Bachelors degree. A college degree can be substituted for years of experience.

Desired Technologies/Tools:

• Demonstrated experience producing decision-useful current-state, target-state, and transition architectures across multiple technology domains.
• Demonstrated experience with a working knowledge of relevant architecture frameworks and modeling methods, such as DoDAF (department of war architecture framework), UAF (unclassified architecture framework), capability-based planning, and minimal viable architecture.
• Demonstrated experience understanding Intelligence Community (IC) and Department of War (DoW) governance, cybersecurity, acquisition, lifecycle, and operational considerations.
• Demonstrated experience developing according to government agency architecture principles, standards, reference architectures, and exception processes.

Other Relevant Technologies/Tools:

• Experience performing a review of the government agency secure and unsecure phone system, network and platform hardware, software, network environments and identifying individual application and enterprise systems and services that can be modernized or optimized, taking into account the interactions between the application systems and services, and their relationships to agency core business processes.
• Experience assisting the government agency to assess lifecycle status, obsolescence, duplication, interoperability, standards alignment, investment dependencies, and modernization opportunities.
• Experience identifying cross-domain dependencies, gaps, redundancies, constraints, risks, and considerations across infrastructure, applications, data, security, identity, cloud, and network.
• Experience evaluating relevant technologies and trends; identifying mission-aligned use cases; framing expected value, risk, dependencies, and adoption considerations.
• Experience providing technology recommendations to advise and develop the government agency’s Enterprise technology roadmap, used to predict end of life equipment and tech.
• Experience working in partnership with the Chief Architect on further iterations of this roadmap.
• Experience providing actionable adoption, sustainment, migration, consolidation, and retirement recommendations for hardware and software.
• Experience helping to prepare decision packages for internal government agency review boards or agency IT leadership that clearly document outcomes, alternatives, assumptions, dependencies, tradeoffs, costs, risks, technical-debt implications, standards impact, and recommendations.
• Experience coordinating technical proposals and recommendations with government agency engineering teams who will partner to develop and deploy the architecture solutions.
• Experience delivering concise executive briefings and clearly communicating the overall cost associated (OCA) with proposed architecture and value to the agency including value proposition, available services, decisions influenced, risks reduced, and modernization progress.
• Experience developing and maintaining enterprise reference architectures, conformance criteria, and exception guidance; developing and maintaining current-state, target-state, and transition-state architecture products such as engineering designs.
• Experience assessing OCA maturity, stakeholder demand, current architecture activities, and capability gaps.
• Experience developing and maintaining a prioritized list of proposed architecture initiatives with associated costs, intake process, work plan, methods, templates, repository structure, and performance measures.
• Experience coordinating products with agency’s IT departments, and other program stakeholders, to ensure they are authoritative, reusable, implementable, and operationally supportable.
