Drawing on decades of experience across all regions of the world, our team offers a range of foundational international health and development services, with specialized expertise in monitoring, evaluation, and learning (MEL); private-sector solutions; capacity strengthening; knowledge management; and communications. Panagora is currently seeking applicants based in Gavi-eligible countries for consulting assignments beginning in June 2026 under the anticipated award of End-to-End MEL Support Services Framework Agreements. Positions are contingent on Panagora receiving being awarded a Framework Agreement and subsequent work orders. Positions will be short-term and a mixture of in-country and remote work. Evaluation Specialist Leads: At least 10 years of experience conducting global health evaluations and evaluability assessments, with specific Gavi experience or vaccine programming related experience (include total years of global health evaluation experience in cover letter) Experience leading design of rigorous evaluations (scope, questions, methods); drafting terms of reference/concept notes/approach papers and synthesizing background evidence to justify design choices. Practical knowledge of a wide range of evaluation design approaches and methods and their effective application. Practical knowledge of the OECD DAC international evaluation principles, and the UNEG quality standards and knowledge and leadership of emerging good practice in evaluation is required Experience delivering end‑to‑end evaluation including inception, data collection and analysis, developing emerging findings, drafting final reports, and facilitating sense‑making and co‑creation workshops. Experience conducting evaluability assessments (EAs); refining EA tools; and recommending practical design options, sequencing, and prerequisites to ensure evaluation utility. Experience supporting commissioning of evaluation teams: reviewing bids, applying scoring tools, and advising on team composition, methodological fit, risks/mitigation, and supplier selection. Experience developing and updating SOPs, templates, and checklists; operationalizing evaluation policy and strengthening internal evaluation systems. Experience designing and delivering practical training (workshops, webinars) on evaluation methods; developing curated resources and reading lists; and mentoring others Evaluation Analysts: At least 5 years of experience conducting global health evaluations with specific Gavi or vaccine programming related experience Significant experience providing guidance on theory of change frameworks, developing analytic protocols; building extraction/coding frames; synthesizing secondary data; and troubleshooting design/fieldwork issues. Expertise in data extraction, analysis and statistical modelling, Experience conducting structured document reviews, rapid evidence assessments, and cross‑evaluation syntheses Experience performing targeted desktop analyses to inform design and interpretation. Thought Leadership and Knowledge Translation Specialists: At least 10 years of experience translating complex global health-related data and evaluation findings into high‑quality, audience‑tailored, accessible products: slide decks, briefs, and visuals/infographics to drive uptake and use in decision-making, including for non—specialist audiences Experience developing manuscripts and thought leadership outputs in alignment with relevant publication standards and coauthoring manuscripts with team members and partners to disseminate learnings.
