Integrated Master Schedule (IMS) and Earned Value Management (EVM) Surveillance Support Specialist

Position Overview:

The IMS and EVM Surveillance Support Specialist provides onsite project management support to the Project Manager Representative (PMR) at the customer office in Mobile, AL. This role is responsible for planning, organizing, and conducting system surveillance activities to ensure the shipbuilder’s management control system complies with Earned Value Management System (EVMS) guidelines, and for providing timely indications of actual and potential problems. The Specialist will analyze and monitor the Shipbuilder’s Integrated Master Schedule (IMS), validate EVM variance reports, support risk management, and prepare comprehensive reports and presentations for management.

Key Responsibilities:

• EVMS Surveillance & Compliance:

• Plan, organize, and conduct surveillance activities to ensure shipbuilder’s management control system complies with EVMS guidelines.

• Develop processes and timelines to review Shipbuilder deliverables related to EVM and IMS, consolidating assessments and findings.

• Analyze Shipbuilder’s IMS and related schedules for compliance with contract requirements, DCMA standards, and ANSI-EIA 748 guidelines.

• Identify and assess problems impacting project cost, schedule, or performance objectives; assess probability of meeting contract milestones.

• Compare Shipbuilder’s defined processes to general EVMS standards.

• IMS Analysis & Quality Assurance:

• Conduct detailed analysis of Shipbuilder’s IMS and “mini-network” schedules for all OPCs under contract.

• Perform QA and monitor the customer event-based IMS developed by the Prime Contractor.

• Maintain accurate copies of Shipbuilder IMS for planning and tracking critical milestones and events.

• Maintain customer physical progressing model using MS Project, SharePoint, and Power BI.

• Audit shipbuilder’s reported physical progress and ensure IMS reflects milestones associated with MSAM, Program Acquisition Strategy, and PMP.

• Reporting & Data Management:

• Assist in validating Shipbuilder EVM variance reports (CPR, CFSR, CCDR, IMS) and reconcile reports for system validation.

• Analyze expenditures, comparing actual costs against planned costs by Work Package, WBS, funding document, cost account, cost category, labor, and non-labor.

• Prepare narrative reports, trackers, lists, and spreadsheets documenting findings in accordance with EVM Center policy and processes.

• Submit IMS analysis excerpts monthly or as dictated by shipbuilding CDRL cycle.

• Deliver draft and final reports to COR as required.

• Risk Management & Problem Resolution:

• Identify and analyze schedule conflicts or delays; propose resolutions to meet program timelines/milestones.

• Provide input to risk management efforts, including risk planning, identification, analysis, and mitigation.

• Develop and provide comprehensive reports and presentations detailing findings, risks, and recommendations for corrective actions and recovery methods.

• Production Surveillance & Evaluation:

• Conduct production surveillance in Shipbuilder’s facilities and onboard under-construction to assess actual production status versus IMS.

• Verify variance analyses and ensure information depicts actual conditions and is used to manage the program.

• Evaluate data submittals, engineering change proposals, and Requests for Waiver/Deviation for production impact.

• Conduct CDRL review and generate contract correspondence for COR review.

• Program Plan Management:

• Create and update the USCG program plan annually, working with leadership and supporting organizations.

• Manage the master plan using Primavera or MS Project, including WBS, work packages, task books, schedules, budget estimates, and identification of technical and program lead personnel.

• Track actual cost data, collect budget and expense data, and input into EVMS weekly report.

• Analyze planned vs. actual data and deliver results to task leads and COR.

• Scheduling & Meeting Support:

• Prepare scheduling materials (Gantt Charts, Tables, Milestone Charts & Pictures) for project reviews and generate ad-hoc scheduling reports.

• Attend meetings, coordinate schedule inputs from stakeholders, and provide presentations with EVM and IMS status.

• Notify Project Leads of upcoming events and milestones to assist with schedule adherence.

Required Qualifications:

• Minimum of 5 years’ experience supporting project management and shipbuilding processes.

• Bachelor’s Degree in engineering, technical, or business field (substitution: five additional years of relevant experience or EVM certification such as EVMP®, EVMD, or EVMOTM).

• Comprehensive knowledge of shipbuilding processes.

• Proficiency in MS Project® and Primavera® scheduling software (stand-alone and enterprise versions).

• Knowledge and skill in analytical and evaluative methods for organizing, planning, conducting, and administering EVMS surveillance.

• Ability to produce EVM reports, briefs, and presentations using EVM data.

• Knowledge of economic, statistical, accounting, fact-finding, and financial analysis principles and techniques.

• Familiarity with DCMA standards and ANSI-EIA 748 guidelines.

• Knowledge of auditing organizations (DCMA, DCAA), acquisition processes, and contract administration service organizations.

• Physical ability for moderate walking and movement through active shipyards and OPCs under construction.

• Proficiency with Microsoft Office Suite, including Word, PowerPoint, Power BI, and Excel.

Work Environment:

This position is based at the USCG office in Mobile, AL, and requires onsite support, including moderate walking and movement through shipyards and vessels under construction. The Specialist will work closely with government leads, program managers, and shipbuilder personnel.

Reporting:

Reports to the Project Manager Representative (PMR) and interfaces with the COR, Business Manager, and other stakeholders as required.
