The Cardiovascular Health (CVH) team at RTSL provides technical assistance in developing cardiovascular disease prevention programs to help countries improve the heart health of their people. Working with our partners to improve the control of high blood pressure, reduce salt intake, and eliminate trans fats from the global food supply, the CVH team has helped save countless lives from cardiovascular disease.

Location: Addis Ababa, Ethiopia

Job Structure: Independent Contractor 

  • Must have a registered business license to operate as a consultant in Ethiopia, or be willing to get one before the contract is signed.

The Consultant will conduct a legal landscape analysis of documents related to Nutrition and Public Food Procurement and Services (PFP) in Ethiopia, with a specific focus on unhealthy diets.  

The Consultant will identify relevant legal frameworks for regulating unhealthy diet procurement and managing services, analyze their strengths and gaps, and provide actionable recommendations. The consultant will also review and assess government legal development procedures to ensure that the recommended policy area aligns with national legal development standards. 

The result will support the government and public facilities to implement public food procurement and services in their respective sectors.

  • Review relevant policy and related documents on Nutrition and Public Food Procurement. 
  • Identify Nutrition and Public Procurement related legal frameworks. 
  • Review and analyze relevant legal frameworks that govern Nutrition and Public Food Procurement  
  • Conduct a comparative analysis of policy approaches relevant to regulating PFP and service-related issues, highlighting their respective strengths, limitations, and implications, and evaluating the extent to which each option contributes to the intended policy outcomes. 
  • Hold consultative discussions with RTSL’s Senior Legal Advisor, Food Policy, on identified policy approaches to ensure its capability of addressing the identified need. 
  • Provide recommendations for effective legal frameworks to regulate unhealthy diet procurement, including the procedures that should be followed for adoption. 
  • Provide final recommended policy approaches with detailed justification to support implementation. 
  • Support the Ministry of Health during the stakeholder consultations on the recommended policy approach.

The Independent Contractor will receive guidance from and submit all deliverables to the Senior Program Manager - Nutrition and Legal Advisor, Cardiovascular Health who will manage this contract and monitor progress toward the deliverables. The Consultant will also work in close collaboration with RTSL’s Senior Legal Advisor, Food Policy in Ethiopia. As necessary, the Contractor will consult with the Ministry of Health Development Nutrition Desk, Lead Executive Officer.

The Independent Contractor will submit all deliverables to the Senior Program Manager - Nutrition, who will manage this contract and monitor progress toward the deliverables. 

Requirements

Education 

  • Master's degree in public law, health Law, administrative law, business law or a related field.  

Experience 

  • Minimum of 5 years of experience in legal research, legal analysis, and legal document preparation 
  • Demonstrated familiarity with Ethiopia’s legal, regulatory, and policy development processes 
  • Familiarity with health and nutrition related policies.  
  • Experience in nutrition policy review and analysis is desirable.  

Skills 

  • Demonstrated experience conducting legal research and legal framework assessments  
  • Excellent communication and report writing skills.  
  • Strong stakeholder engagement and interpersonal skills
