We are looking for a senior individual contributor to own and scale the learning system that drives GenAI adoption across public sector audiences. This is a builder's role with three mandates: design the learning and define the course portfolio, run the platform that delivers it at national scale, and represent Scale's learning capability in the regional AI conversation.
The throughline is adoption. The catalog you build is not generic literacy. It is purpose-built to move government teams onto Scale's deployed use cases, which makes this role the link between building national AI talent and driving the adoption that talent enables.
This role sits at the top of the adoption funnel. The credibility you build, in the room and in public, is what opens the door to deeper engagements.
Responsibilities
~1 min read- Lead LMS strategy, selection, and rollout, including certification and badging, as the scalable backbone for national delivery.
- Define and own the course catalog: the portfolio of programs and courses that builds AI fluency and, by design, drives adoption of Scale's use cases. Make it discoverable so it actively pulls teams toward the capabilities it supports.
- Design and launch flagship programs, starting with expanding our foundational AI literacy course, built modular so they extend across audiences and markets.
- Build the measurement layer that ties learning to adoption outcomes, not just completion counts.
- Adapt programs across markets with localization as a design principle, not an afterthought: language, institutional context, and cultural norms handled at the build stage.
- Stand up repeatable delivery frameworks so programs can scale without rebuilding from scratch in each market.
- Partner with delivery vendors and national training bodies where local routing requires it.
- Deliver high-stakes workshops and briefings to public sector audiences across all levels, from working teams to senior leadership.
- Translate technical GenAI concepts into formats that land for non-technical audiences, drawing on a genuine technical background rather than borrowed scripts.
- Work with marketing and events to plan speaker series, sessions, and public-facing moments that build Scale's standing in the regional AI-learning conversation.
- 8+ years in learning and development, instructional design, or enablement, with demonstrated ownership of a learning function, platform, or program at scale. Public sector or government experience is strongly preferred.
- Hands-on LMS leadership: you have selected, stood up, or scaled a platform, not just authored content on one.
- A technical foundation in GenAI: you can teach the concepts directly and adjust depth to the audience in front of you.
- Track record scaling learning across geographies, with localization handled deliberately rather than bolted on.
- You think about learning as a driver of adoption, not an end in itself, and design programs to move people toward using what they have learned.
- Strong facilitation and presence: confident in front of senior government stakeholders and large mixed audiences. Arabic and English delivery strongly preferred.
- A genuine learning enthusiast who pays attention to where the field is heading. Nice to have: an active presence creating AI-learning content on LinkedIn, YouTube, or similar. We read this as a signal that you understand micro-learning and social-native delivery, not as a personal-brand requirement.
- Comfortable in fast-paced, ambiguous environments with a strong sense of ownership.
- LMS strategy decided and the foundational program live, with certification or badging in place.
- Course catalog defined, with the first programs mapped to live use cases.
- Two audience tracks delivered, with satisfaction and early adoption signals captured.
- At least one public-facing moment (speaker session, event, or series) delivered with marketing and events.
- A functioning LMS ecosystem delivering across more than one market, with localization proven, not promised.
- A course catalog actively driving adoption of Scale's use cases, with measurable pull-through.
- Public sector partners recognize Scale's learning work as credible and effective.
- A repeatable enablement framework embedded in key engagements, with a measurement layer that connects learning to adoption.
