Responsibilities

• Assist the SSM with oversight of construction site security surveillance activities, security inspection documentation and implementation of the Construction Security Plan (CSP).

• Assist SSM with oversight of Construction Surveillance Technician (CST) activities. Assist SSM with developing inspection methods and procedures. Report any issues of CST poor or inadequate performance to the SSM. Perform quality control checks of CST field work and CST documentation. Provide corrective action to all security staff performance or surveillance issues.

• Develop implementation procedures for secure area construction surveillance and surveillance plans and site security documentation for

• personnel and site security activities. Coordinate with CST to document all security violations or deviations from the CSP that occur on the Secure Construction Site and notify the Site Security Manager (SSM) in the daily and weekly reports. Detailed descriptions shall include date, time, person(s) involved, description of incident and accompanying photos (if applicable).

• Ensure ICD-705 and all other requirements are implemented and ensure the SSM is made aware of any non-compliant activities.

• Assist the SSM in compiling, drafting and submitting and submitting the required PHYSICAL and TEMPEST accreditation documentation.

• Compile CST daily and weekly reports and any SSC documentation reports to the SSM and document all security violations or deviations from the CSP that occur on a weekly basis.

• Possess current, active US TOP SECRET security clearance with SCI eligibility.

• Possess at least five (7) years of construction experience. Security experience may supplement up to two (2) years of construction experience if the security experience is directly related to DoD SCIF construction or physical security.

• Possess High School diploma or equivalent (GED).

• Possess a valid certificate for the successful completion of a Forty (40) Hours or greater ICD 705 construction training course.

• Must be able to stand, sit, bend, walk, kneel, and other related physical activities for long periods of time.

• Possess working knowledge of the ICD/ICS-705 Tech Specs (version 26 July 2021) as demonstrated by experience gained from working on multiple ICD-705 projects.

• U.S. citizen

• Ability to obtain and maintain access to military installations

• Ability to safeguard classified and sensitive information

• Compliance with DoD, Department of Navy, USSOCOM, and cybersecurity policies

• Ability to coordinate between CST personnel, SSM, and Government stakeholders

• Ability to stand, walk, bend, kneel, and sit for extended periods

• Ability to work in indoor and outdoor construction environments

• Ability to operate in environments with dust, noise, and heavy equipment

• Ability to wear required personal protective equipment (PPE) such as hard hats, boots, and eye protection

While performing the duties of this position, the employee is regularly required to talk, listen, and write. The employee frequently is required to use foot/ankle motions, hands or fingers, handle or feel objects, tools, or controls. The employee is required to stand, walk, sit; and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this position include close vision, distance vision, and the ability to adjust focus. The noise level in the work environment is usually moderate.
