Standard Hours Bi-Weekly: 75 

Start Date: Immediately 

End Date: Three (3) years from start date 

Salary: Level 14 Step 1 ($6,513.00 biweekly)

Reporting to the Tr’ondëk Hwëch’in Council, the Executive Director is the senior administration official of the TH Government and is responsible for ensuring that the laws, policies, and programs of the TH Government are implemented, while providing information, advice, and recommendations to Council on the operation, management, governance, and fiscal management of the TH Government. The incumbent, except as otherwise required by the TH Governance Act or other applicable legislation, is also responsible for directing, managing, and supervising TH employees through established lines of authority, and for carrying out Council-delegated powers, duties, and functions or those identified through relevant legislation. The incumbent provides administrative expertise and overall direction to the Senior Management Team and provides direction on the development of an annual budget that is consistent with Council’s strategic plan and annual departmental workplans. The incumbent is also responsible for monitoring and ensuring that TH funds are managed in accordance with TH’s Financial Administration Policy, and are utilized wisely, productively and for the purposes for which they are intended. The position is also responsible for liaising with officials of other governments and agencies in support of TH strategic objectives.   

 

An Eligibility List may be established from this competition – the duration of the eligibility list may be up to 12 months. The eligibility list may be used to fill future permanent full-time, permanent part-time, temporary full-time, temporary part-time, term, or auxiliary on-call vacancies within the same department and classification based on the organizational needs by going the next highest ranked candidate until the eligibility list expires.

Essential Qualifications:  

  • Advanced Post-Secondary Degree (preferably graduate studies level) in Public Administration, Business Administration or similar degree(s) combined with a minimum of four (4) years of experience working with First Nations Governments in a senior management capacity. An equivalent combination of education, knowledge, skills, and experience may be considered. 
  • Strong working knowledge and understanding of Tr’ondëk Hwëch’in culture, traditions, traditional knowledge and other ways of knowing, and the teachings of Elders.  
  • Strong working knowledge of government administration (particularly Indigenous self-government) and operations. 
  • Strong working knowledge of the Tr’ondëk Hwëch’in Final Agreement, the Self-Government Agreement, and the Tr’ondëk Hwëch’in Constitution. 
  • Experience in human resources management and labour relations (particularly at a senior management level), including conflict management, mediation and problem solving. 
  • Significant experience and knowledge in conducting or participating in senior level negotiations, particularly in an Indigenous and intergovernmental context. 
  • Strong fiscal management and budget skills. 
  • Experience in developing, conducting, and implementing strategic plans, work plans, organizational assessments / evaluations, and policies.

  • Ability to effectively resolve conflicts while fostering team and organizational unity. 
  • Ability to make complex decisions, including those that require cultural sensitivity. 
  • Ability to establish and maintain professional working relationships with Council (including Elder and Youth Councils), jëje-in, Citizens, and the general public.   

 

Conditions of Employment:

  • Incident Command 100, 200, 300. 
  • Class 5 Driver’s License and Clear Driver’s Abstract.  
  • TH101 cultural awareness.
