The Apparatus Technician tests, maintains, repairs, programs, and troubleshoots electrical apparatus to help provide prompt, efficient, and reliable service for UCEMC members. Based at UCEMC’s Carthage District Office, this position supports continuity of service through work involving substation equipment, overhead and underground apparatus, metering support, inspections, repairs, testing, and programming. Reporting to the Director of Operations, this role plays an important part in keeping electric operations safe, dependable, and ready to serve.
In this role, you will assist with the installation, operation, maintenance, testing, repair, programming, and troubleshooting of substation and line apparatus such as regulators, transformers, reclosers, and metering equipment. You will also support commercial metering installation, testing of substation primary metering equipment, transformer oil sampling and recordkeeping, inventory of tools and materials, and planning for needed parts and supplies. This position includes a combination of hands on field work and technical work involving software, programming, and problem solving. Additional responsibilities include training assigned apprentice linemen and linemen, participating in training and safety meetings, maintaining a safe work environment, and being available for on call duty during non-working hours.
Job Requirements:
- High school diploma or GED required
- Minimum four years of related work experience in positions such as meter technician, journeyman lineman, or similar roles
- Candidate must successfully complete TVPPA’s Substation Maintenance Course, or equivalent, before or within 36 months of entering the position
- Strong verbal and written communication skills, along with basic reading, writing, math, and computer skills
- Working knowledge of electrical apparatus, electronics, troubleshooting, and technical problem solving
- Experience with programming, software applications, and computer-based equipment used in apparatus, metering, and related systems preferred
- Ability to follow written and verbal instructions and communicate professionally with cooperative members and the public
- Valid Tennessee Class D operator’s license required within six months of hire and ability to safely operate assigned vehicles and equipment
- Ability and willingness to work in a bucket truck, inside substations, and in the field on apparatus and metering equipment
- Bucket truck experience preferred, or willingness to become certified and qualified to perform that work
- First aid and CPR certification required in accordance with cooperative policies and procedures
- Ability to work efficiently without supervision, respond effectively in emergency situations, work outdoors in various weather conditions, and perform the essential physical duties of the position
This position requires working eight hours a day, five days a week, with immediate response to twenty-four-hour call outs and extra hours as needed, including nights, weekends, and holidays. Work is performed outdoors in a variety of weather conditions and around hazards such as electrical and mechanical equipment, traffic, and animals. Physical demands include standing, walking long distances, working on uneven terrain, bending, squatting, lifting and carrying up to fifty pounds for extended distances, and pushing or pulling up to one hundred fifty pounds. Travel throughout and beyond the cooperative service area may be required, including occasional overnight travel.

Position Guide
Position Title: Apparatus Technician
Department: Operations
Date Approved: August 18, 2008
Reports to: Supervisor of Technical Operations
Supervises: None
FLSA Status: Non-Exempt
I. Principal Objectives of the Position
The Apparatus Technician is responsible for testing, maintaining and repairing electrical apparatus to provide prompt, efficient and reliable service to assure the continuity of service to the member/consumer.
II. Essential Duties and Job Responsibilities
A. Performs all tasks/duties in connection with testing, inspections, and repairs of substation apparatus/equipment, and overhead and underground apparatus/equipment.
B. Assists in the installation, operation, maintenance, and testing and/or repair of substation and line apparatus such as regulators, transformers, metering instrumentation, etc.
C. Assists in maintaining and monitoring adequate inventory of tools and materials necessary for special equipment maintenance and repair.
D. Assists in budget preparation by determining which parts and supplies need to be purchased during the ensuing year.
E. Trains assigned apprentice lineman and lineman on the maintenance and repair of substation apparatus/equipment, and overhead and underground apparatus/equipment.
F. Assists metering section with installation of commercial metering with bucket truck.
G. Assists in annual/periodic testing of all substation primary metering equipment.
Apparatus Technician
H. Assists in substation transformer oil sampling according to laws and regulations, and keeps appropriate records of testing and disposal of oil and oil-filled equipment.
I. Is available for “on-call” duty for operations of the Cooperative during non-working hours.
J. Maintains a safe working environment by adhering to policies, procedures and regulations.
K. Participates in developing work and safety programs with the Director of Job Training & Safety and Environmental Protection coordinator, as needed.
L. Attends all job training, safety and specialized training, and safety meetings, as required.
M. Performs other such duties as requested or required from time to time.
III. Skills and Abilities
A. Must possess excellent verbal and written communication skills.
B. Must possess basic reading, writing and mathematical skills.
C. Must be able to follow written and verbal instructions.
D. Must be able to effectively communicate with Cooperative members and members of the general public in a courteous and professional manner.
E. Must be able to function adequately in emergency situations.
F. Must possess the ability to participate with the Job Training & Safety Coordinator in developing work and safety programs.
G. Must possess basic working knowledge of computer skills.
H. Must possess (or obtain within six months of hire date), and maintain a valid Tennessee class “D” operator’s license; and be able to safely operate assigned vehicle and equipment.
I. Must be able to work outdoors in various weather conditions.
J. Must be able to work efficiently without supervision.
K. Must be physically able to perform the essential functions of the position.
Apparatus Technician
L. Must be certified in basic first aid and CPR in accordance with Cooperative policies and procedures.
IV. Physical Requirements (must be able to)
Extend neck to look above, down and side to side; reach overhead, forward and to the side; extend back; use both hands and fingers, grip and twist wrist; bend/stoop; squat/crouch; twist; sit and stand for long periods of time; exhibit visual acuity; walk long distances and on uneven terrain; maintain arm-hand steadiness; lift and carry weights of up to fifty pounds for extended distances; and push and pull weights up to one-hundred-fifty pounds.
V. Working Conditions (must be able to)
Work eight hours a day, five days per week. Respond immediately to twenty-four hour call-out and work extra hours as required, including weekends, nights and holidays. Work outside in inclement weather, including temperature extremes. Work with daily exposure to moderately to very noisy equipment such as power tools. Work with daily exposure to hazards, including electrical, mechanical, traffic, insects, spiders, snakes, dogs and other animals. Drive throughout the cooperative’s service area and beyond, travel may include overnight and outside the cooperative’s service area.
VI. Knowledge
A. Must possess or be able to acquire basic knowledge in electronics, electricity, switching procedures, sectionalizing, and underground equipment.
B. Must possess a working knowledge of methods, practices, techniques, and equipment related to electrical distribution and substation equipment maintenance and repair.
VII. Internal Contacts
Maintains on-going communications with the Director of Operations, and other members of the Operations department, to ensure appropriate personnel are informed of relevant activities, events and issues.
VIII. External Contacts
Communicates with the following in a professional manner:
Cooperative members,
Cooperative employees, and
Members of the general public.

IX. Minimum Qualifications
Education
Minimum of a high school diploma or GED equivalent is required.
Additional Requirements:
Candidate must successfully complete TVPPA’s Substation Maintenance Course (or equivalent) before, or within 36 months of entering the position. If candidate is a current employee and has completed the TVPPA’s Lineman apprenticeship program, he/she must successfully complete the TVPPA’s Substation Maintenance Course within 24 months of acquiring the position.
Experience
Minimum of Four (4) years of related work experience in related positions such as meter technicians, journeyman lineman, etc.
