The consultancy aims to provide overall technical support to UNICEF-supported health projects, particularly in the areas of procurement, technical specification development, installation, commissioning, monitoring, operation and maintenance, and quality assurance of medical equipment. This includes essential diagnostic and newborn care equipment such as sphygmomanometers, glucometers, bilirubinometers, hematology analyzers, and SCANU-related equipment including radiant warmers, phototherapy machines, and bubble CPAP systems.

The consultant will also provide technical assistance to the Directorate General of Health Services (DGHS) and UNICEF to ensure the timely implementation of physical and mechanical works related to medical gas pipeline systems in four district hospitals — Sherpur, Kishoreganj, Kurigram, and Sunamganj — in accordance with the agreed implementation plan. Furthermore, travel to the sub-national level project district as required.

In addition, the consultant will support quality assurance and compliance processes throughout the project cycle, ensuring that all activities adhere to national protocols, technical standards, and relevant regulatory requirements. The assignment will further ensure that safety standards, engineering codes, and standard medical and industrial practices are maintained through appropriate due diligence measures, in close coordination with and under the supervision of UNICEF engineering personnel.

Under the overall supervision of UNICEF and in close coordination with the Directorate General of Health Services (DGHS), the consultant will provide technical support for the implementation, monitoring, and quality assurance of medical equipment and infrastructure-related activities, particularly for the establishment and operationalization of Maternal Special Care and Newborn Units (M-SCANU) in selected district hospitals. The consultant will undertake the following key responsibilities:

 

o Provide technical oversight and monitoring of construction, renovation, and installation works related to the establishment of four M-SCANU facilities in Sherpur, Kishoreganj, Kurigram, and Sunamganj district hospitals.

o Ensure that physical, mechanical, and medical gas pipeline system works are implemented according to approved designs, technical specifications, implementation plans, and national standards.

o Conduct regular site visits and provide technical recommendations to ensure quality, safety, functionality, and timely completion of works.

o Coordinate closely with contractors, hospital authorities, DGHS, and UNICEF engineering teams to address technical issues and implementation bottlenecks.

o Monitor compliance with relevant safety standards, infection prevention and control measures, and regulatory requirements throughout the implementation process.

 

o Provide technical support in the review, validation, and finalization of product and equipment specifications for medical and SCANU-related equipment.

o Review technical compliance of proposed equipment with national standards, UNICEF procurement requirements, and operational needs of health facilities.

o Support procurement processes through technical assessment of equipment specifications, catalogues, and vendor submissions where required.

o Ensure compatibility, functionality, durability, and appropriateness of equipment for the intended health facility settings.

 

o Support quality assurance processes during procurement, delivery, installation, and commissioning of medical and SCANU equipment.

o Conduct physical verification and technical quality checks of delivered products and equipment to ensure conformity with approved specifications and procurement standards.

o Monitor installation, calibration, testing, and commissioning processes to ensure safe and functional operation of equipment.

o Document technical findings, identify gaps or non-compliance issues, and recommend corrective actions where necessary.

 

o Conduct hands-on orientation and practical training sessions for healthcare providers, biomedical personnel, and relevant end users on the proper operation, maintenance, troubleshooting, and safety procedures of medical and SCANU equipment.

o Support development of user guidance materials, operation manuals, and maintenance checklists where required.

o Provide on-site technical mentoring and operational guidance to ensure appropriate utilization and sustainability of equipment and systems.

 

o Prepare technical monitoring reports, site visit reports, quality assurance findings, and progress updates as required by UNICEF and DGHS.

o Maintain close coordination with UNICEF health and engineering teams, DGHS counterparts, contractors, suppliers, and hospital authorities throughout implementation.

o Provide technical recommendations to support timely decision-making, implementation improvements, and overall project quality assurance.

 

o Technical and operational support to strengthen the environmental laboratory at BSTI, with a focus on optimizing heavy metal testing methodologies.

o Procurement, deployment, and operationalization of LeadCare II systems and XRF machines at the IEDCR environmental surveillance laboratory.

o Ad-hoc technical advisory and troubleshooting support to partner laboratories, including NILMRC and BFSA.

o Operational support for field execution of the MICS follow-up phase, covering calibration verification, transport coordination, and field-use compliance for LeadCare II, XRF, and associated medical equipment.

o Vendor liaison and milestone tracking for the international shipment of XRF and LeadCare II equipment.

o Facilitation of Pre-Delivery Inspection, formal asset registration within the UNICEF tracking system, and management of secure storage and provisional operations at the UNICEF office.

o Technical supervision of the ICP-MS system to ensure consistent operational performance over the warranty period.

o Scheduled site visits to BSTI for system performance benchmarking and technical reporting.

o Ongoing liaison with equipment suppliers to manage user support, technical queries, and warranty-bound preventive maintenance.

 

o Technical supervision and monitoring of all Paediatric Intensive Care Unit (PICU) equipment installations.

o Facilitation of coordination among hospital authorities, the Directorate General of Health Services (DGHS), and equipment vendors to ensure smooth commissioning and sign-off.

o Monitoring of vendor compliance with Operation and Maintenance service level agreements throughout the warranty period.

o On-site construction supervision and quality assurance for negative pressure isolation rooms at the Infectious Diseases Hospital (IDH).

o Routine engineering inspections to track structural milestones and verify compliance with international biosafety standards.

o Stakeholder coordination with the Hospital Authority, DGHS, the National Electro-Medical Equipment Maintenance Workshop (NEMEMW), and the Public Works Department (PWD) to support integrated delivery.

o Strategic procurement and pre-positioning support for essential health emergency response supplies, including pulse oximeters, nebulizers, sphygmomanometers, and oxygen concentrators.

o Design and delivery of a multi-tiered training programme for clinicians, nursing staff, and biomedical engineers.

o Collaboration with equipment manufacturers to develop specialized training modules covering advanced equipment operations, clinical safety protocols, and preventive maintenance.

Requirements

Bengali and Fluency in English is required

 

Minimum Qualification: Bachelor of Science (B.Sc.) degree or an equivalent university degree.

Institutional Requirement: The degree must be obtained from a government-recognized or UGC-approved (University Grants Commission) university/institution.

Proven working relationship with the Ministry of Health and family welfare, GOB high officials, UNICEF or WHO would be an added advantage.

 

Minimum of Seven (7) years of progressive professional experience in the biomedical engineering sector, hospital engineering departments, or large-scale healthcare infrastructure projects

 

Specialized Technical Expertise

            Comprehensive knowledge and hands-on experience in the installation, operation, calibration, troubleshooting, and supervision of life-support and patient monitoring equipment used in ICU, NICU, PICU, and SCANU settings.

            Medical Gas Pipeline Systems (MGPS): Proven experience in the design, installation, testing, commissioning, operation, or maintenance of medical gas pipeline systems, including oxygen manifold systems and Vacuum Insulated Evaporator (VIE) systems.

            Comprehensive understanding of the design, planning, and establishment of negative pressure isolation rooms and modular operation theaters.

            Sound architectural and engineering understanding of healthcare facilities, including compliance with international healthcare infrastructure standards related to spatial planning, patient flow, infection prevention, and engineering services.

            Tender Documentation & Procurement Support: Demonstrated expertise in preparing technical specifications, Bills of Quantities (BoQ), bidding documents, and procurement-related technical documentation for medical equipment and medical gas systems.

            Technical Evaluation Experience: Experience serving as a technical evaluator or member of technical evaluation committees, including assessment of bid compliance, vendor qualifications, technical responsiveness, and financial evaluation processes.

            Standards & Regulatory Compliance: Familiarity with international healthcare engineering and medical gas standards such as HTM 02-01, ISO 7396-1, NFPA 99, or equivalent standards will be considered a strong advantage.

Stakeholder Relations & Institutional Coordination

            Proven ability to coordinate effectively and maintain professional working relationships with senior officials, directors, and engineering departments under the Ministry of Health and Family Welfare (MoHFW), Government of Bangladesh (GoB), including DGHS, DGFP, and related institutions, will be considered an added advantage.

            Previous experience working with or supporting projects funded, implemented, or managed by international development partners such as UNICEF, WHO, or other donor agencies will be considered highly desirable.
