For every child, the right to an advocate

Morocco is a lower-middle-income country and the fifth largest African economy. It has made progress on the Human Development Index, moving from a ranking of 128 in 2010 to 120 out of 189 countries in 2023. This was accomplished through economic growth, extending basic schooling, and increasing life expectancy. The King’s speeches often play an important role in advancing socially progressive policies and vision including, ECE, cash transfers, equal access to education and healthcare for migrants.

Morocco is also growing its spheres of influence domestically and internationally. It has strong ambitions to be an economic, development leader on the African continent, with the aim to achieve higher visibility within the international community. In addition to being part of the African family, Morocco also belongs to other circles of influence in the Islamic Organization of Cooperation, to the Arab league, to its Maghreb and Mediterranean presence, as well role within the Francophone community.
Despite all the progress and ambitions, social and geographical inequalities persist, and UNICEF’s work has had to adapt its support over years to better accompany Morocco’s transition to a middle-income country. Much of the current work encompasses high level political advocacy and technical assistance for enhanced system strengthening in social programmes/reforms at national level, while also supporting the development and implementation of fewer pilots targeting marginalized communities and children to address these inequalities.

How can you make a difference? 

The Deputy Representative reports to the CO Representative for general supervision and direction. The Deputy Representative supports the Representative on the overall management of the CO and for coordinating closely with the different programme sections on all phases of the Country Office Programme, from formulation to delivery of results in accordance with UNICEF’s Strategic Plans, standards of performance and accountability framework, ethics and integrity.

The Deputy Representative supports the Representative in leading and leveraging partnerships with both public and private sectors for the achievement of results and fulfilment of the rights of children.

In fragile and humanitarian contexts, the Deputy Representative ensures the delivery of a timely, efficient and principled humanitarian action and advocacy in accordance with UNICEF global Policy and Framework for humanitarian action. Where clusters are activated, the Deputy Representative ensures that UNICEF CLA responsibilities are fulfilled.

Requirements

  • Education: 
    • An advanced university degree in one of the following fields is required: social sciences, international relations, government and public relations, public or social policy, sociology, social or community development, or another relevant technical field.
  • Work Experience:
    • A minimum of eight years of professional development experience that combines technical and managerial leadership in development cooperation at the international level, some of which serving in middle income developing country context.
    • Proven experience in strategic partnership combined with sound policy analysis and programming related to system strengthening at upstream and downstream levels.
    • Proven record of working effectively with strong and diverse teams.
  • Skills
    • Ability to negotiate with government ministries and other influential stakeholders.
  • Language Requirements: 
    • Fluency in French and English is required. Knowledge of Arabic is an asset.
  • Relevant professional experience in any UN system agency or organization is considered as an asset.
  • Technical expertise in social protection is an asset.
  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.

This position has been assessed as an elevated risk role for Child Safeguarding purposes as it is either a role with direct contact with children, a role that works directly with identifiable children’s data, a safeguarding response role, or an assessed risk role. Additional vetting and assessment for elevated risk roles in child safeguarding (potentially including additional criminal background checks) apply.
