One of the key areas of UNICEF support to the education sector is Data Systems for Decision-Making, which aims to strengthen evidence-based planning, monitoring, reporting, and evaluation within the Directorate of Primary Education (DPE). The focus is to ensure that accurate, reliable, and timely data is accessible and effectively utilized for informed decision-making across the education system. Major interventions include strengthening information systems through database integration and reduction of duplication, enhancing e-Monitoring and reporting mechanisms, updating the Annual Primary School Statistics (APSS) tools, developing dynamic dashboards, and building institutional capacities of relevant divisions. The Monitoring & Evaluation (M&E) Division and Information Management Division (IMD) play central roles in managing education data systems, while key platforms include the APSS, Integrated Primary Education Management Information System (IPEMIS), and Annual Sector Performance Report (ASPR). Through the current Rolling Work Plan (RWP), UNICEF is providing technical assistance to strengthen education data analysis, reporting, evidence generation, institutional capacity, and data-driven decision-making processes within DPE. The APSS serves as the main annual school-level data collection mechanism, while IPEMIS integrates multiple datasets into a unified EMIS platform to support interoperability, real-time reporting, and dynamic dashboards. The ASPR provides comprehensive sector performance analysis, including progress against national and SDG4 indicators. Despite significant progress, challenges remain in data quality assurance, timely reporting, monitoring, dissemination, and institutional capacity, particularly within the M&E Division. To address these gaps, UNICEF continues to support DPE in the preparation, validation, and finalization of ASPR, APSS, and IPEMIS-related activities. In line with UNICEF’s evolving sectorwide approach, the assignment will also contribute to strengthening education data systems beyond primary education, including secondary, madrasha, and technical and vocational education, through support for sector-wide data situation analysis, education data policy development, and preparation of education data management guidelines for harmonized and evidence-based education data governance. The objectives of this assignment are to provide technical assistance to DPE on: a) Support DPE in drafting situation analysis/study on education data, support drafting data policy and data management guideline. b) Analysing the IPEMIS data for all relevant indicators by relevant disaggregation including sex, gender, region, district and upazila. c) Producing high quality ASPR 2025, 2026 and APSS 2026, 2027 d) Strengthen the institutional capacity of relevant DPE divisions through systematic capacity building, on-the-job mentoring, and gradual transfer of knowledge and technical skills on data collection, analysis, reporting, and evidence generation to enable them to independently perform education monitoring and reporting functions, including preparation of ASPR, APSS, and policy briefs.
