Job organizational context

The Health Officer (Knowledge Management) works in the UNICEF China Country Office within the Health and Nutrition section of the country office and reports to the Chief, Health and Nutrition, for supervision.

Purpose of the job 

The Health Officer (Knowledge Management) provides professional technical assistance to enhance UNICEF China’s knowledge generation, documentation, use of evidence, and dissemination on Health and Nutrition programmes. The Officer works across teams to improve evidence-informed programming and policy engagement. He/She also contributes to quality assurance, capacity building, and strategic partnerships in knowledge management, including the use of technology for systemic storage and sharing of knowledge and data products. The Health Officer (Knowledge Management) will play a key role in the conclusion and documentation of Health and Nutrition programmes, focusing on establishing and managing an archive of relevant knowledge products to augment programme efficiency. The Health Officer (Knowledge Management) will have an important role in routine and donor reporting and will be responsible for drafting the best practices in areas of Health and Nutrition for further advocacy and use inside China, including for institutionalization of programs and in handovers. Under the supervision of the section Chief, the Officer will have an important role in liaising with other colleagues in Health and Nutrition and with other sections, in particular the Public Partnerships Section (PPS), and coming up with proposals & best practices in relevant areas for use in south-south collaborations.

Impact of Results 

The efficiency and efficacy of support provided by the Health Officer (KM) will enable the Health and Nutrition Section to have a focused knowledge management strategy and action plan, which addresses knowledge generation, dissemination, and use by UNICEF and by external audiences, for better performance and achieving results for children across the country. The Officer will contribute to the development of lessons learned, good practices, and innovative approaches to support the achievement of results for children, and dissemination via multiple channels, to inform programme improvements at the CO level. This, in turn, contributes to maintaining and enhancing the credibility and ability of UNICEF to continue to provide programme services to protect the rights of children, and to promote greater social equality to enable them to survive, develop, and reach their full potential in society.

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Education: A Bachelor or equivalent (First Level University Degree) in Public Health, Communications, Social Science, knowledge management, public policy, data analysis and any other related fields is required.
  • Work Experience: At least 1 years of relevant work experience in health or nutrition program/project monitoring, evaluation, and knowledge management is required.
  • Skills: Proven experience in Project Monitoring, Evaluation Management, digital knowledge platforms, donor reporting, research consortia.
  • Language Requirements: Fluency in English and Chinese is required.

Desirables:

  • Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language
  • Relevant experience in knowledge management, social development analysis, and programming in a UN system agency or organization is an asset.
  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
