• At least two references from similar assignments completed within the last five years.

• A detailed technical proposal: Applicants are required to submit a technical proposal of no more than 3 pages (excluding CV and annexes) that clearly demonstrates their understanding of the assignment and approach to delivery. The proposal should include:

  1.Understanding of the Assignment (maximum ½ page)

  -Brief interpretation of the objectives, scope, and key expected results of the consultancy.

  2.Proposed Methodology and Technical Approach (maximum 1½ pages)

  -Proposed approach for supporting disability mainstreaming in planning and budgeting processes.

  -Methodology for stakeholder engagement, consultations.

  -Approach for capacity building, development of tools/guidance, and delivery of analytical outputs.

  3.Workplan and Deliverables (maximum 1 page)

  -Proposed timeline and sequencing of activities aligned with the deliverables outlined in the ToR.

  -Key milestones and quality assurance measures to ensure timely delivery of outputs.

  4.Relevant Experience

  -Summary of previous assignments of similar nature, particularly work related to disability inclusion, public sector planning and budgeting, governance, public financial management, and institutional capacity development.
