To sustain gains under the national HMIS agenda and provide focused technical capacity, UNICEF Sierra Leone seeks to engage an individual HMIS Consultant.

Key areas of support

1. Strengthen capacity at facility and community levels for the administration and use of the national HMIS, including DHIS2 and the Community Health Information System (CHIS).

2. Support the Ministry of Health and UNICEF Health and Nutrition programme to implement digital health initiatives, including the Scorecard, Bottleneck Analysis (BNA) and Action Tracker.

3. Design and implement electronic data collection tools for Nutrition, EPI, RMNCH, Community Health and other programme areas, using platforms such as EPI Info, KoBoToolbox and other digital tools.

4. Maintain up-to-date infographics and Power BI dashboards to support performance monitoring and programme decision-making.

Requirements

  • Education: Bachelors`s degree in at least one of the following fields: Health Informatics, Information Systems, Public Health, Statistics, Demography, Computer Science, Monitoring & Evaluation, or a related field.
  • Work Experience: At least At least 2 years of progressively responsible experience in health information systems, DHIS2 use/configuration, electronic data collection tools, data quality assurance and dashboard development, preferably in a health/development context in Sierra Leone or a similar setting. Additional relevant experience will be an asset.
  • Skills: Demonstrated proficiency in DHIS2 administration and configuration, KoBoToolbox/EPI Info survey tools, Power BI dashboard development, data quality assessment methodologies, and capacity building/on-site mentorship of health facility and district staff.
  • Language Requirements: Fluency in English is required. Knowledge of local languages in Sierra Leone is an asset.
  • Desirables: Experience working with Ministry of Health DPPI, UNICEF or UN systems; familiarity with Sierra Leone's HMIS, CHIS/ComEMR, AHEAD project districts, and community health data systems.
