UNICEF works across more than 190 countries and territories to uphold every child’s rights, with WASH closely linked to Health, Nutrition, Education, Child Protection and Social Policy. Effective multisectoral programming in Ethiopia increasingly depends on timely, accurate and accessible data to guide planning, monitor results, target vulnerable populations and support rapid emergency response. The Country Office is therefore strengthening its data management architecture to improve evidence-based decision-making, real-time monitoring and accountability to affected populations, including in hard-to-reach and emergency-affected areas.

Accordingly, UNICEF seeks to engage a Multisectoral and WASH Data Management Specialist to design, deploy and maintain integrated data management solutions for WASH and related sectoral interventions at national and sub-national levels. The consultant will support the development of digital data collection tools, online and remote-access systems, geospatial analysis, interactive dashboards, visual reporting products and interoperable data export processes aligned with UNICEF-approved and government information systems. The assignment will also strengthen data quality, harmonization, secure data handling and practical use of program information for management, reporting, advocacy and donor engagement.

• Education: Advanced university degree (master’s level) in project planning, Computer Science, Statistics, Data Science and another relevant field;
• Work Experience:
  • Minimum of 5 years of progressively responsible professional experience in data management, information management, or M&E, ideally in WASH or other humanitarian/development sectors.
  • Demonstrated experience designing and managing GIS mapping and spatial analysis (e.g., ArcGIS, QGIS)., or other systems cleared for UNICEF program data.
  • Experience setting up and managing online, remote-access, and real-time data management systems, including in low-connectivity environments.
  • Demonstrated ability to design systems for exporting and reformatting data into multiple CSV/tabular formats and ensuring interoperability with platforms such as DHIS2 and ActivityInfo.
  • Experience delivering training and remote technical support to field-based or non-technical staff.
  • Previous experience with UNICEF, other UN agencies, or international NGOs is an asset.
  • Experience working in emergency or fragile contexts is an asset.
• Language Requirements: Fluency in English required; proficiency in local languages is an asset [Insert the primary UN language you need for the fluency requirement]
• Knowledge/Expertise/Skills:
  • Strong proficiency in GIS software (ArcGIS, QGIS) and spatial data analysis.
  • Proficiency in data visualization and business intelligence tools (Power BI, Akuko, Tableau, or equivalents).
  • Strong skills in Microsoft Excel and other UNICEF-approved data management tools, with advanced formulas, macros/scripting, and database management experience considered an asset.
  • Familiarity with mobile data collection platforms (KoBoCollect, ODK, SurveyCTO) and survey design.
  • Working knowledge of programming/scripting for data processing (e.g., Python, R, SQL) is an asset.
  • Knowledge of UNICEF and/or cluster information management systems (DHIS2, ActivityInfo) is highly desirable.
  • Working knowledge of data governance, information security, privacy, responsible data handling, role-based access control, metadata management, and data quality assurance is highly desirable.
• Desirables:
  • Excellent analytical and data storytelling/communication skills, with the ability to translate complex data into clear, actionable visuals for varied audiences.
  • Strong training and capacity-building skills, including the ability to support non-technical staff remotely.
  • Ability to work independently, manage multiple priorities, and meet deadlines.
