The consultant will support MENARO’s engagement with an assigned portfolio of key public donors, contribute to the development of donor positioning materials and funding pipelines, support the strategic leveraging of the PROSPECTS partnership, and strengthen donor reporting coordination and quality assurance across the region.

The consultant will work under the supervision of the Public Partnerships Manager in the MENARO PRM Section and in close coordination with the Programme Specialist working on Migration and Displacement in the Child Protection Centre of Excellence (COE). The consultant will provide technical and coordination support to strengthen MENARO’s public partnerships work, with a focus on migration, displacement, durable solutions, and humanitarian response and preparedness, including PROSPECTS.
The consultancy will focus on developing specific analytical products, donor-facing materials, coordination tools, and quality assurance support to inform engagement with public sector partners. Across the assignment, the consultant will help MENARO and Country Offices identify funding opportunities, strengthen donor positioning, and use evidence from PROSPECTS and related initiatives to support UNICEF’s regional engagement on children and youth on the move. The consultancy will cover three main areas of work:
  • A. Public Partnerships Intelligence, Funding Opportunity Analysis and Donor Positioning Products
  • B. Strategic Leveraging of PROSPECTS and Flagship Partnerships
  • C. Donor Reporting Coordination and Quality Assurance

Requirements

  • Education: Advanced (Master's) university degree in International Relations, Political Science, International Development, Public Policy, Development Studies, Economics, Social Sciences, or another relevant field.
  • Work Experience: A minimum of five years of progressively responsible professional experience in public partnerships, donor relations, resource mobilization, external relations, programme partnerships, donor intelligence, or related areas is required.
  • Skills:
  • Strong understanding of public partnerships, donor engagement, and resource mobilization in development and humanitarian contexts.
  • Good knowledge of European institutions, European bilateral donors, Nordic donors, and other like-minded public sector partners.
  • Strong analytical and writing skills, with the ability to translate donor intelligence and funding opportunities into clear, actionable products.
  • Experience developing high-quality donor-facing materials, including briefs, key messages, concept note outlines, presentations, and positioning notes.
  • Good understanding of donor reporting, results framing, compliance, and donor stewardship.
  • Strong coordination and organizational skills, with the ability to manage multiple deliverables and deadlines independently.
  • Language Requirements: Fluency in English is required. Knowledge of French and/or Arabic is considered an asset
  • Desirables:
  • Prior experience with UNICEF, another UN agency, or an international development/humanitarian organization is highly desirable.
  • Experience working on partnerships with the European Commission, EU institutions, Germany, the Netherlands, Nordic donors, or other like-minded public sector partners is highly desirable.
  • Experience supporting regional offices and/or multi-country portfolios is an asset.
  • Experience in the Middle East and North Africa region is an asset.
  • Experience working on children and youth, migration and displacement, durable solutions, education, social protection, or humanitarian-development nexus programming is an asset.
  • Experience supporting donor visibility, partnership events, showcase moments, or strategic communications products is an asset.
