The ECAMENA Regional Office leverages expertise and scale across a diverse and rapidly evolving region that is playing an increasingly important role in shaping global agendas on the realization of child rights, human capital, migration, climate, equity, and digital transformation. It supports the achievement of UNICEF’s Strategic Plan results in the context of rising needs and constrained resources. The region encompasses all country typologies, including high-income, middle-income, and low-income contexts, as well as fragile and conflict-affected settings, each with distinct development trajectories and policy drivers. This requires differentiated approaches, agile business models, strategic partnerships, and strengthened risk management. The region is further shaped by ongoing challenges such as conflict, migration, economic volatility, and varying degrees of political openness and reform. At the same time, countries across the region are connected by shared challenges and opportunities, including investment in the early years, addressing learning gaps and equipping adolescents and young people with 21st-century skills, the need for resilient national systems, and the imperative to strengthen child rights governance.
In this context, the ECAMENA Regional Office acts in line with the organization’s value proposition for Regional Offices through: (i) strategic leadership and governance; (ii) regional and political representation and engagement; (iii) programme oversight, knowledge, and foresight; (iv) digital transformation and innovation; (v) people-centered management; (vi) financial and risk management;(vii) supply and logistics; (viii) emergency preparedness and response; (ix) communication and strategic advocacy; and (x) partnerships and financing.
Within this framework, the partnerships function serves as a key enabler of strategic influence, financing, and collaboration across the highly diverse ECAMENA region. The ECAMENA RO offers partners a unique bridge across multiple country contexts and financing environments, bringing public and private sectors together through stronger joint planning, reporting, increased integration, technical assistance, and oversight. The function supports Country Offices in strengthening partnership strategies, diversifying financing opportunities, and building capacities across public and private partnerships, while maximizing the convening power of the ECAMENA RO and promoting close collaboration with Country Offices, Centres of Excellence, PPD, PFP, and National Committees. It works in close collaboration across the ECAMENA RO, and with PPD and PFP colleagues, to ensure a multi-pronged approach which proactively targets strategic public and private partnerships. In line with the ECAMENA operating model, the function supports stronger engagement with public donors, including bilateral and inter-governmental partners, for example European Union institutions, the Council of Europe, Central Asian fora, the League of Arab States, the Gulf Cooperation Council, the African Union, international financial institutions, and programmatically-led private sector partnerships, promoting more flexible funding and Innovative Financing for Children. It also helps create and manage public and private regional partnerships for the delivery of regional public goods that accelerate results for children across the region.
Under the supervision of the Senior Adviser - Private Sector (P-5), the Market Development Manager (P-4) is responsible for maximizing results from private sector fundraising and broader engagement with the private sector in PSFR COs and PSFR Cluster(s), in line with UNICEF’s global private sector resource mobilization strategy. The incumbent will work with these PSFR COs & Cluster(s) in developing the right private sector strategies and portfolio for their country conditions. Depending on the country, this will encompass all or some of the private sector audiences, including individuals, key influencers, and business. The incumbent will be responsible for ensuring that global best practice is effectively implemented in COs and will work with PFP Headquarters and other relevant sections to support existing PSFR COs and Cluster(s), as well as prospective PSFR markets, in developing the right enabling environment for the accomplishment of private sector strategies.

Minimum requirements:
- Education: An advanced university degree (Master's Degree or equivalent) is required in one of the following fields: business administration, marketing, economics, finance, international development, data analytics, or another relevant field.
A Bachelor or equivalent (First Level University Degree) in a relevant area combined with 2 additional years of relevant work experience may be accepted in lieu of an advanced university degree. This is applicable to internal (FT, Continuing and Permanent) staff only. - Work Experience: A minimum of eight (8) years of progressively responsible professional experience in one or more of the following areas is required: private sector fundraising, market development, individual giving, digital fundraising, or other relevant areas.
Relevant experience should include: - market assessment, feasibility analysis, or business case development.
- Use of market intelligence, performance data, and analytical tools to inform growth decisions.
- Work on individual giving.
- Technical support across multiple stakeholders, offices, or market environments.
- Skills: market assessment, technical support, performance monitoring, risk management, strategy development.
- Language Requirements: Fluency (Written & Oral) in English is required. Knowledge of another official UN language relevant in the ECAMENA region, particularly Arabic, French, or Russian, is an asset.
Desirables:
- Language: Knowledge of another official UN language (Chinese or Spanish) or a local language is an asset.
- Experience with PFP systems, divisional investment models, or comparable fundraising governance and technical frameworks is an asset.
- Experience in the ECAMENA region or familiarity with private sector fundraising and market conditions across the region is an asset.
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
