Under the supervision of the Regional Chief of Supply (P-5), and in close collaboration with the Supply Financing Centre in Supply Division, the Procurement Services Manager (P-4) will provide strategic leadership, technical guidance, and coordinated regional support to the Regional Office and Country Offices across ECAMENA on Procurement Services. The role will advance Procurement Services as both a financing and programmatic lever, supporting countries to make more strategic use of national budgets for essential supplies for children, while strengthening national systems and supply chain performance. As the regional focal point for Procurement Services, the incumbent will identify and drive opportunities in related strategic areas, including market access, supply financing, and national supply chain systems strengthening, and support the deployment of relevant financing instruments such as VII, match funds, and supply financing facilities. The post will also support the cultivation and management of major regional partnerships with financial institutions, development partners, and continental and regional bodies, while providing strategic country support through evidence generation, readiness assessments, capacity building, systems strengthening, and end-to-end advisory support across the full Procurement Services engagement cycle.

Minimum requirements:

  • Education: An advanced university degree (Master's Degree or equivalent) is required in Business Administration, Management, Economics, Supply Chain Management, Logistics, Procurement, Contract/Commercial Law, International Development, Health or related social science field.  
    A Bachelor or equivalent (First Level University Degree) in a relevant area combined with 2 additional years of relevant work experience may be accepted in lieu of an advanced university degree. This is applicable to internal (FT, Continuing and Permanent) staff only.
  • Work Experience: A minimum of eight (8) years of progressively responsible relevant experience at the international level, in supply chain management and/or other directly related technical field is required.
    Understanding and experience of development and humanitarian work is required.
    Emergency experience is required.  
  • Skills: Strategic leadership, Procurement strategy, Partnership development, Systems strengthening, Emergency Preparedness
  • Language Requirements: Fluency in English is required. Proficiency in Russian is an asset.

Desirables:

  • Language: Knowledge of another official UN language (Arabic, Chinese, French or Spanish) or a local language is an asset.
  • Previous experience of development and implementation of strategies related to localization, sustainable procurement and emergency preparedness would be an advantage.
  • Experience in advising on Procurement Services or comparable international procurement modalities for essential supplies is an asset. 
  • Experience in supply financing solutions and/or supporting more strategic use of domestic resources for essential supplies is an asset. 
  • Experience in strengthening national supply chain systems in development and/or humanitarian contexts is an asset. 
  • Localization strategies, Emergency preparedness, Procurement advisory, Supply financing, Humanitarian experience, Domestic resourcing.
  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
