                                                         TERMS OF REFERENCE

The objective of this consultancy is to provide Social and Behavior Change (SBC) technical support at both federal and subnational levels to the Ministry of Health and health promotion structures. This includes supporting the planning, implementation, monitoring, and evaluation of communication and social mobilization activities related to routine immunization, vaccination campaigns, and health emergencies in Sudan.

 

The consultancy requires direct technical support to the Ministry of Health, and the selected candidate will be embedded within the Ministry.

Under the direct supervision and overall technical guidance from the Country Office Chief of Social and Behavior Change, and with technical support from SBC Specialist, the consultant will produce the deliverables below to facilitate quality implementation of, and reporting on, SBC interventions in the UNICEF Sudan crisis response plan and related strategic documents.

Specific objectives include:
• With guidance and technical support from the SBC Specialist and International SBC Consultant, support the development, adaption, and roll out essential SBC strategies for polio outbreak response and other SBC interventions especially routine immunization activities at community and institutional levels to increase immunization demand.
• Strengthen and institutionalize the capacity of key stakeholders in Social and Behaviour Change (SBC) programming, with a focus on polio eradication efforts.
• Support the implementation of zero dose reduction activities in immunization low performing states
• Support the roll out of planned Polio Campaigns and ensure that the community engagement and SBCC components are well planned, implemented and monitored.
• Design and implement targeted SBC interventions to promote polio vaccine acceptance and reduce vaccine hesitancy.
• Develop tailored communication strategies that address misinformation and community concerns regarding polio immunization.
• Support the community engagement efforts through influencers, religious leaders, and health workers to advocate for polio vaccination campaigns.

Requirements

  • Only Sudanese nationals are eligible to apply
  • Minimum three years of professional experience in SBC or related technical area programme planning and management at the national or international levels, preferably in a developing country.
  • Experience working in emergency settings is required.
  • Relevant experience in SBCC and Community Engagement for immunization and social cohesion in any UN system organization is considered an asset.

 Knowledge/Expertise/Skills:

  • Ability to work independently and to meet deadlines.
  • communicate in a multicultural environment.

 Language Requirements:

Fluent English and Arabic required. Sudanese Arabic capability is considered an asset

Computer literacy and strong familiarity with MS Office package required.

Strong competency for MS Excel is considered an asset.
