Senior Evaluation and MHPSS Consultant (Internationals only) – Evaluation of the UNICEF MHPSS Programming in Africa,2 months, WCARO Regional Office, Dakar, Senegal (home-based) 595917

The consultant will analyse and triangulate the existing primary and secondary evidence and prepare the evaluation report in accordance with the agreed evaluation framework. No additional primary data collection is envisaged.

The analysis will apply a cross-sectoral and systems-level lens, examining UNICEF-supported MHPSS programming across child protection, education, health, nutrition and other relevant sectors. Based on the available data, it will cover community-based interventions, workforce development, caregiver support, policy and financing, multisectoral coordination and referral mechanisms, and MHPSS data and evidence systems. The analysis will consider results at national, subnational and community levels, as well as relevant cross-cutting dimensions such as gender equality, disability inclusion, social policy and climate resilience.

• A detailed technical proposal: Technical proposal note (maximum 5 pages) covering:
  • understanding of the assignment;
  • proposed approach to analysing and triangulating the existing primary and secondary evidence against the evaluation criteria, questions and evaluation matrix;
  • proposed approach to assessing the strength of evidence behind each finding, and to handling data gaps, deviations and limitations;
  • a proposed annotated structure for the evaluation report;
  • an indicative workplan showing the distribution of the 20 working days across the three phases, and availability during the contract period.
  • One or Two evaluation reports authored by the applicant, preferably evaluations in MHPSS, child protection, health, education or a related sector. For each report, the applicant should state their own role (lead author, co-author, or team member). If an evaluation quality assessment is available, such as GEROS, the applicant should refer to it.

UNICEF does not charge a processing fee at any stage of its recruitment, selection, and hiring processes (i.e., application stage, interview stage, validation stage, or appointment and training). UNICEF will not ask for applicants’ bank account information.
