Under the supervision of the Chief, Emergency and Coordination Centre in coordination with EMOPS and as a member of the Emergency Response Team the Senior Supply & Logistics Specialist will be deployed up to 70% of the time to Country Offices to support and manage the supply and logistics emergency response activities including supply and distribution planning, pipeline development, and rapid expansion of logistics services as required. The incumbent will also provide guidance and support to CO management regarding any staffing structure changes required to support emergency response. The S&L Specialist should also support the emergency supply communications through driving the establishment of SharePoint sites, hosting support calls with relevant Business Units and Centres in Supply Division, providing substantial inputs to briefing notes and Emergency Management Team Meetings. The ERT is expected to build relationships with counterparts in sister UN agencies and support inter UN trainings such as Gear-Up and Logistics Response Team as a facilitator. The Senior S&L Specialist will also play a driving role in the ongoing Humanitarian review and implementation of humanitarian development continuum.

• including supply plans and distribution planning
• In support to the emergency programming process provides expert advice in the field of supply and logistics and ensures that
• supply and logistics programme input is appropriate, cost effective and timely.
• Reviews procurement strategies and coordinate closely with relevant centres in Supply Division.
• Ensures appropriate procedures and systems are in place to ensure efficiency of the supply operations.
• Liaises with Supply Division and other UNICEF offices including regional chief of supply, to implement new initiatives and align with
• good practices.
• Ensures continuous appropriate staffing structure for supply and logistics, management of staff and hand-overs between
• deployments
• Ensures clear identification of roles and responsibilities, tasks and deadlines.
• Establishes workload and prioritisation monitoring.
• Ensures appropriate planning, implementation, monitoring and evaluation of the supply chain operations. Oversees preparation of documentation. Reviews supply documentation including requisitions, tender documents, CRC and contracts/purchase orders (POs).
• Advises and support non-governmental organizations, UN agencies (incl. Logistics Cluster) on essential emergency supply logistics
• aspects in order to ensure adequate management delivery of UNICEF Essential supplies.
• Coordinates with government counterparts and contracted third party services provider all aspects of offshore and in country
• logistics, i.e. custom clearance, warehousing and in land transport
• Keeps performance objectives on track, despite changing demands and conflicting priorities, by coordinating and managing
• personnel, raw materials, donor funds, etc.
• Establishes close collaboration with programme sections, in order to ensure supply involvement in programme design, planning,
• product selection and forecasting, as well as Monitoring and Evaluation which can be used to improve future processes and
• supplies.
• Uses category management to analyse supply spend, decide on strategies, and minimise administrative work.
• Organize and implement training aimed to emergency management strengthening
• Plans and provides guidance to office to implement humaniratin development continuum

• Coordinates preparedness and response with country offices and Supply Division centers.
• Establishes monitoring systems and performs data analysis.
• Designs and conducts training for UNICEF's staff/consultants and counterparts in supply management, in order to improve supply
• delivery.
• Undertakes field visits to monitor supply inputs and proposes actions on improving emergency preparedness and response.
• Support the identification of supply and logistics considerations in the development of emergency preparedness and response
• plans for incipient crisis countries.
• Contribute to the analysis of information and identification of supply and logistics considerations, for the purpose of early warning.
• Supports humanitarian development continuum.
• Supports implementation of recommendations of humanitarian review.
• Act as OIC for Chief, Emergency Coordination Centre as needed

Minimum requirements:

• Education: Master or equivalent (Advanced University Degree) in Supply chain Management, Logistics Management, Business Administration, Economics, Management or a related technical field is required. 
• Work Experience: 10 years of relevant work experience  in supply/ logistics management, four years of which should be in developing countries, and two at the management level. Extensive experience from working in an emergency setting is a requirement 
• Skills: Knowledge of public procurement, contracts negotiations and administration. Good analytical and negotiation skills. Understanding of how to provide logistical support and knowledge of supply chain management in emergency. Good knowledge of relevant computer applications including SAP. 
• Language Requirements: Fluency in English is required.

Desirables:

• Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
• Multiple tours in hardship (E duty stations) is a strong advantage.
• Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts and hardship emergency contexts.
