Under the supervision of the Social Policy Officer (PF4C), and in close collaboration with UNICEF Mozambique programme sections, the Centre of Excellence (CoE) and relevant external partners, the consultant will undertake the following activities:

Public Finance Management (PFM) Analysis – Analytical work

•Engage with the CoE to explore opportunities to leverage the new AI budget analysis tool to streamline budget analysis for the Mozambique Country Office.

•Prepare the 2026 Social Protection Budget Brief, including analysis of social protection financing trends, budget allocations, expenditure execution, and programme coverage/beneficiaries.

•Prepare the 2027 Budget Memo, including analysis of the Macro-Fiscal context, Government budget priorities, and their implications for children and key social sectors.

•Develop and maintain a budget database to support the preparation of future Early Childhood Development (ECD) Budget Briefs (from 2027 onwards), drawing on findings from the ECD Expenditure Review and the ECD Strategic Framework for Mozambique.

•Prepare a Nutrition Budget Brief and develop a simplified expenditure-tracking matrix to facilitate the monitoring of nutrition-related spending at national and subnational levels, building on existing work undertaken through the Child Nutrition Fund application.

•Contribute to resource mobilization efforts by supporting the preparation of funding proposals and providing analytical inputs, evidence, and strategic mapping of potential opportunities for fundraising and donor engagement.

•Based on the guidance from the Centre of Excellence (CoE) prepare a roadmap for UNICEF Mozambique outlining strategic entry points for engagement with the Government of Mozambique in preparation for the Global Early Years Finance Summit 2027.

•Map and develop a workflow framework for PF4C engagement with programme sections, defining its technical support offer and the mechanisms for coordinating support requests and delivery under the new CPD.

Requirements

Bachelor degree in social sciences, especially economics, demography, public finance, public policy, or other related fields

Holds at least a bachelor’s degree in economics, Finance, Public Finance, Management, Public Policy, or a related field.
Proven experience in preparing analytical reports, policy briefs, or similar technical documents.
Demonstrated experience in resource mobilization, including drafting funding proposals, supporting donor engagement, and mapping fundraising opportunities
Familiarity with social protection financing, nutrition financing, early childhood development financing, or broader financing for children is an asset.
Experience working with UNICEF, particularly within the Social Policy programme area, is highly desirable
Experience in working in low-income country (Sub-Saharan Africa) context is an asset
