Dedicated surge capacity is critical to ensure a timely, coherent, and effective emergency response in Mali, while enabling continuous adaptation of interventions to rapidly evolving access and security constraints.

  • Technical Assistance & Strategic Support: Provide in‑house expertise on humanitarian access and localization, guiding planning, coordination, and capacity building. Develop frameworks, tools, and sector‑specific guidance, ensuring risk‑informed strategies.
  • Analysis & Information Management: monitor access constraints, serving as an early warning and action system. Document negotiations, actors, and lessons learned, while triangulating credible information to inform programmes. Support institutional memory, produce advocacy materials, and act as focal point with HQ, RO, and inter‑agency partners.
  • Engagement & Networking: Develop and strengthen relationships with local partners, leaders, and non‑state actors to reduce barriers and desensitize conflict situations. Negotiate with authorities, support alliances, and coordinate inter‑agency strategies.
  • Capacity Building & Coordination: Design and deliver tailored training, webinars, and guidance for staff and partners. Support field offices in micro‑assessments, alliance building, and rapid assessments during emergencies. Coordinate with inter‑agency access groups, harmonize negotiations, and strengthen local solutions, ensuring UNICEF’s access strategy is practical, inclusive, and sustainable.

Requirements

An advanced university degree in a relevant field; at least 8 years of progressively responsible national and international experience, including emergency response management in complex humanitarian settings;

Fluency English and at least Intermediate level of French (written and spoken) are required; prior UN system experience and knowledge of additional languages are considered assets

  • An existing Fixed-Term, Permanent or Continuing appointment with UNICEF that runs through the duration of the assignment.
  • An agreement from your supervisor to go on a stretch assignment. The agreement of your supervisor is a pre-requisite for any Temporary Development Assignment/Stretch Assignment.
  • 2 most recent PERs with a minimum of Solid achievements.

 (jndamuzeye@unicef.org) upon receipt of your supervisor’s agreement, by 10 June 2026 :

  • Cover letter outlining your motivation to apply for the stretch,
  • Current CV,
  • Your last two PERs,
  • Approval e-mail from supervisor and representative.
  • If selected for this opportunity, the relevant staff member will remain on their existing post for the duration of the stretch assignment. Upon completion of the stretch assignment, the staff member will return to their respective post. Thus, no changes will be made to staff member’s existing status (post number, etc., will all remain as is).   the releasing office will continue to cover his/her full salary. 
  • Once the selection process has been completed, the receiving and releasing offices will communicate to reach an agreement on the start date for the recommended staff member.

This is a temporary development opportunity and there will be no changes to the staff member’s status (position number, level, etc.).

Mali Country Office will pay for economy class return travel and 50% Bamako DSA rate for the duration of the assignment. 

Interested UNICEF staff should discuss this opportunity with their supervisor and seek the approval of their management before applying.
