Under the general supervision of the Regional Chief of Emergencies, and in close collaboration with the Deputy Regional Director WCARO, the incumbent will support regular coordination with WCAR focal points in countries of coverage DRC, Mali, Burkina Faso, and Niger in particular but not exclusively to facilitate information-sharing, identifying needs and ensure coherence between preparedness planning and the design and implementation of emergency responses. The role will also contribute to advancing increased humanitarian access and localization strategies across the region.

The purpose of this assignment is to provide technical support and strategic guidance to strengthen emergency preparedness, response, and shock-responsive systems across the region. The incumbent will contribute to enhancing Country Office readiness through capacity-building initiatives, fostering regional and sub-regional partnerships, and strengthening coordination with CO focal points, Centres of Excellence (CoE), the Regional Office, EMOPS, and Country Offices. In doing so, the assignment will support efforts to expand humanitarian access and promote localization strategies

This assignment presents a unique development opportunity as the incumbent will get familiar with the work of a regional emergency team and enhance their capacity to work on child-centered shock responsive systems. 

Responsibilities

  1. Emergency Preparedness Integration: Support WCAR Country Offices in incorporating and strengthening emergency preparedness, prevention, mitigation, and rehabilitation measures within Country Programmes, strategies, and management plans.
  2. Information Management & Analysis: Collect, analyze, and disseminate alerts, reports, and data to inform senior management at regional and HQ levels for evidence-based decision-making and advocacy.
  3. Situation & Risk Assessment: Conduct detailed analysis of ongoing and potential emergencies, providing advice and recommendations for preparedness, prevention, and response planning.
  4. Humanitarian Needs Assessment: Support assessments of humanitarian needs to guide resource allocation, prioritization, and response planning.
  5. Coordination & Partnership: Facilitate collaboration among Country Offices, donors, UN agencies, and other stakeholders involved in emergency preparedness and response.
  6. Monitoring & Evaluation: Track and report on the impact of emergency interventions and identify areas for improvement.
  7. Policy & Guidance Development: Support drafting of policy documents, standard operating procedures, and guidance notes on topics such as humanitarian access, localization, and sectoral interventions.
  8. Capacity-Building & Knowledge Sharing: Plan and coordinate workshops, network meetings, and training sessions for Country Offices and partners to strengthen emergency preparedness and response.
  9. Senior Management Support: Prepare briefing notes, talking points, and documentation for senior management, including for L1/L2/L3 emergency activations, task forces, and donor meetings.
  10. Multi-Sectoral & Regional Engagement: Ensure integration of emergency inputs in multi-sector initiatives and meetings, supporting emergency technical team meetings, planning, and follow-up based on Core Commitments for Children in Emergencies.
  11. Support the planning and execution of the ETT (emergency technical team meetings) along with drafting meeting minutes with recommendations and follow up on the action tracker.
  12. Partnership Development: Support strategic partnerships with partners, donors and regional networks to support resource mobilization and advocacy for localization, increased access, and more effective emergency responses.
  13. Special support to the response to the Ebola crisis in DRC, coordination with the IMST, and the different pillars, support to Information Management and provision of targeted technical and operational assistance to CO to ensure an effective and timely response.
