National Consultant: Mental Health and Psychosocial Support (MHPSS) Programme Analyst, Yangon, Myanmar

The MHPSS Programme Analyst will work closely with the GBV and SRH Programme Analysts at the field offices and the MHPSS Programme Analysts based in Yangon and Taunggyi, and will ensure periodic monitoring visits to UNFPA-supported facilities across the country.   

The consultant will directly report to the Coordination Specialist, GBV & MHPSS.

Within this broader mandate, UNFPA Myanmar plays a leading role in advancing Mental Health and Psychosocial Support (MHPSS) as a critical component of humanitarian and development response. MHPSS has become increasingly important in Myanmar given the protracted crisis, widespread displacement, and ongoing conflict, which continue to generate severe psychological distress and trauma across communities.    

The MHPSS Programme Analyst (individual consultant) will provide technical and programmatic support to strengthen the integration and delivery of MHPSS interventions across UNFPA’s implementing partners and sub-grantees. This will include technical assistance and on-the-job training to implementing partners and sub-grantees, support for evidence generation and knowledge management, and contributions to the design, implementation, monitoring, and evaluation of MHPSS initiatives.   By enhancing the quality of MHPSS programming with implementing partners and sub-grantees, the consultant will contribute to strengthening UNFPA Myanmar’s broader efforts to promote mental health and psychosocial support services and the integration of MHPSS within Gender-Based Violence (GBV) and  Sexual and Reproductive Health (SRH) services to ensure safe and dignified access to services for the most vulnerable individuals in need of urgent services.   

Under the overall guidance and direct supervision of the Coordination Specialist, GBV & MHPSS, the MHPSS Programme Analyst will undertake the following tasks:

• Support implementing partners, through regular technical visits to UNFPA-supported facilities and coordination with the UNFPA IP focal points, to integrate structured MHPSS packages into SRH and/or GBV prevention and response programming, and monitor implementation with ongoing technical support.
• Conduct regular monitoring of facility-based MHPSS interventions at GBV, SRH, and youth service facilities across different regions and states.
• Work closely with UNFPA GBV Programme Analysts to provide strategic support and technical guidance for Peer Support Network (PSN) initiatives, ensuring alignment across regions and contributing to the overall capacity development framework.
• Promote the use of international standards by orienting partners and systematically applying the Inter-Agency Standing Committee (IASC) Guidelines for MHPSS in Emergency Settings and related protocols during assessments, planning, and implementation.
• Support monitoring and reporting by compiling inputs from the implementing partners, contributing to progress updates, and sharing lessons learned and good practices to inform national-level documentation and reporting.
• Maintain networks with MHPSS staff across the UN, NGOs, INGOs, and CSOs to promote coherence, identify gaps, and ensure UNFPA’s support is targeted to needs.
• Support implementing partners and sub-grantees in promoting community-based MHPSS interventions across programme locations.  

• Conduct capacity needs assessments among implementing partners and sub-grantees on integrated MHPSS services at GBV and SRH facilities.
• Facilitate training on Psychological First Aid (PFA), Psychosocial Support (PSS), and specialized mental health-related issues as required for implementing partners and sub-grantee staff.
• Conduct periodic individual and group supervision sessions with frontline workers, including case workers, PSS counselors, midwives, and other relevant staff members.
• Support the MHPSS Programme Analysts based in Yangon and Taunggyi in developing and rolling out PSS manuals (group and individual).

• Provide direct MHPSS support for UNFPA’s implementing partner staffs, sub-grantee staffs  and other UN staff and family members, as required.
• Deliver additional MHPSS-related services or outputs depending on emerging needs identified by UNFPA.
•  

• An advanced degree with a specialization in areas such as clinical psychology, clinical social work, or mental health.  

• At least 2 years of experience in community-based psychosocial support interventions, humanitarian response and training/coaching. 
• S/he must demonstrate knowledge of and experience of using IASC Guidelines on MHPSS in Emergency Settings.
• Understanding of the UN system in Myanmar and its engagement with local counterparts on MHPSS issues is preferred.
• Strong training, coaching, mentoring and supervision experiences.  

• Proficiency in English and Myanmar languages.
• Fluency in other ethnic languages (Shan, Karen, Kachin, Rohingya) is an asset.
