Position Summary:

Vanier is seeking a highly motivated and detail-oriented Manager, Lead Agency, Data and Quality, to oversee the team responsible for strategic planning and implementation, data analytics, quality improvement and accreditation for children’s mental health in the southwest region. This role is ideal for a collaborative leader who is passionate about health system improvement, stakeholder engagement, evidence-based practice, and data-informed decision-making.
Reporting to the Director, Data Strategy, Analytics and Quality, you will manage the Lead Agency and Data and Quality team, including Vanier’s data and quality projects and programs. You will be accountable for Lead Agency, data and performance management, quality improvement, and accreditation. This position requires an individual who is able to collaborate with clinical leaders and build strong relationships with teams across the southwest region. You will support and manage large, complex planning projects, as well as work with your team to identify opportunities and gaps through trend analysis that can lead to future planning and program opportunities.
Education/Training/Experience:
- Master’s degree in health leadership, health administration, social sciences, health planning, business administration, or equivalent.
- 5 years’ experience working in health system planning, leading and implementing quality improvement, in a healthcare of community setting.
- 3-5 years of leadership experience, with experience as a people leader.
- Proven understanding and experience with embedding quality improvement initiatives. Quality improvement training from the Institute of Healthcare Improvement (IHI), certification in LEAN and/or Six Sigma is an asset. Change management training from Prosci is an asset.
- Project Management training and PMP certification are an asset.
- Highly proficient with Microsoft 365 applications (Outlook, Excel, SharePoint, Teams).
- Expert knowledge of planning and analysis methodologies, enabling effective recommendations.
- Strong understanding of the current and changing dynamics of the children’s mental health sector and issues.
- Demonstrated financial competence and experience developing funding requests and working with budgets.
- Excellent communication and interpersonal skills to lead and work effectively with other staff and to liaise with colleagues across the southwestern region and the province.
- Uses information to make informed decisions and provides advice; exercises a high degree of independence and professional judgment in problem solving.

Role and Responsibilities:
Leadership
- Under the supervision of the Director, manages a high-performing quality and lead agency team responsible for system planning, performance management, and quality improvement to deliver impactful results.
- Provides direct supervision to Data Analyst and Lead, Health System Planner roles.
- Partners with other leaders to build and sustain the organizational culture of quality and accountability, excellence in clinical services, client engagement, and equity, diversity, inclusion, and belonging.
- Demonstrates and promotes stewardship of financial and organizational resources.
- Demonstrates alignment with Vanier’s strategic plan, mission, vision, and values of the organization.
Lead Agency
- Manage Lead, Health System Planner in their role supporting strategic planning and implementation in the southwest region.
- Supports Director, Data Strategy, Analytics and Quality with engagement activities with a broad group of stakeholders and core service provider agencies and development of a community-based multi-year strategic plan, projects, and monitors, tracks, and reports on performance regularly with children's mental health partners.
- Along with Lead, Health System Planner, provides project leadership to Lead Agency working groups and project teams to advance implementation of strategic plan as needed
Stakeholder Engagement and Relationship Building
- Engages with internal and external stakeholders to gather input, assess impact, and build consensus on planning recommendations for system improvement.
- Leads implementation and quality improvement activities related to healthcare planning to improve children’s mental health services.
- Communicates emerging community issues and opportunities requiring planning responses using predictive models and community feedback.
- Participates on Vanier committees related to quality, accreditation, and performance
Data Analysis & Reporting
- Analyze local healthcare system data, community input, and provincial sources to identify trends, service gaps, and establish planning priorities.
- Support team with annual and quarterly reporting for key business priorities and special projects.
- Work with the lead agency team to coordinate data dashboards, project schedules, and progress reports to support complex projects.
- Champions client engagement culture and approach within the organization and the Children's Mental Health sector.
- Embeds client engagement approach and health equity lens to organizational quality improvement projects and initiatives while supporting the agency's client and caregiver engagement initiatives and providing oversight to client satisfaction survey systems
- Support Data Analyst with monthly privacy audit process and reports as needed.
Project Management
- Supports the management of complex planning projects and initiatives for transforming children's mental health within the health system.
- Applies project planning best practice approaches/tools, or validated program planning models to translate vision and program objectives into concrete activities.
- Conducts environmental scans or needs assessments to inform analysis and design, and community plans.
- Revises and develops project plans to adapt to changing priorities and conditions, ensuring that targets are met.
Quality Improvement
- Contributes to the development of an annual quality improvement plan and leads implementation of initiatives and projects to advance quality aims.
- Manages accreditation with CARF and ensures follow-up and sustainability between accreditation cycles and site visits.
- Provides expert knowledge and promotes continuous quality improvement by leading initiatives such as LEAN and Six Sigma to enhance efficiency and reduce waste, resulting in better quality of care for our clients and their families.
- Provides leadership for quality projects and evaluation of programs which are data informed and based on evidence informed/based practice
Clinical Excellence
- Partners with clinical leaders to effectively implement evidence-based clinical programs and guidelines, ensuring the highest standards of care and improved patient outcomes.
- Supports the Clinical Leadership team in preparing for the annual live-in treatment MCCSS licensing application process and reviews.
- Stay informed about best practices and current literature in the field.

Schedule:
- 35-hour work week on site
- Monday- Friday
