The Commissioning Manager is responsible for the overall leadership and delivery of commissioning activities for mission-critical projects. This role ensures the safe, compliant, and high-quality execution of electrical, mechanical, controls, and integrated systems testing from planning through to customer handover. The incumbent provides technical governance, drives issue resolution, and ensures alignment with contractual requirements and design intent.
Responsibilities

- Lead integrated systems testing (IST) and total system commissioning, managing cross-disciplinary sequencing and dependencies.
- Act as the technical authority for commissioning across all critical systems, including electrical (UPS, generators, switchgear), mechanical (chillers, CRAC, pumps), and BMS/controls integration.
- Develop, approve, and manage commissioning plans, test scripts, procedures, and checklists to ensure comprehensive test coverage.
- Coordination meetings with clients, contractors, consultants, vendors, and internal teams; establish clear priorities and escalation pathways.
- Review design documentation and vendor submittals to identify commissioning risks, interfaces, and opportunities for constructability improvements.
- Plan and manage commissioning resources (internal and subcontractor), including forecasting, mobilization, and utilization.
- Establish and enforce strict QA/QC and safety protocols for energization and testing, including LOTO and permit-to-work systems.
- Assist service team with the troubleshooting and resolution of complex technical issues during commissioning, ensuring root cause analysis and effective corrective actions.
- Oversee and witness Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), and functional performance tests.
- Assist PMO with the project handover to Service Operations, ensuring operational readiness and a smooth transition.
- Own the delivery of all commissioning documentation and turnover packages, ensuring they meet contractual and quality standards.
- Provide regular, clear reporting on commissioning progress, KPIs, risks, and constraints to stakeholders and leadership.
- Manage all customer and stakeholder engagement related to commissioning, aligning on test scope, acceptance criteria, and sign-off processes.
- Ensure rigorous QA/QC throughout installation, start-up, and testing phases, enforcing defect closure before progression.
- Guarantee the timely delivery of complete, high-quality turnover documentation and training materials to the customer.
- Communicate progress and risks transparently to customers and internal stakeholders, proactively driving actions to maintain schedule and quality.
- Drive the standardization and improvement of commissioning methodologies, tools, and templates across the region.
- Mentor and develop commissioning engineers and team members, enhancing technical and project management capabilities.
- Champion a culture of safety and quality, enforcing strict adherence to WHS, environmental, and quality management systems.
- Lead incident investigations and implement corrective actions as necessary.
Requirements
~1 min read- Bachelor's degree in Electrical or Mechanical Engineering (or equivalent). Relevant professional certifications (e.g., PMP, CxA) are advantageous.
- Deep expertise in mission-critical electrical and mechanical infrastructure, including protection systems, controls, and redundancy concepts.
- Proven experience in total system commissioning (IST) and the integration of BMS/SCADA, alarms, and monitoring systems.
- Strong knowledge of relevant industry standards and safe work practices (e.g., LOTO, energisation procedures).
- Significant experience (typically 8+ years) in commissioning within data centres or other mission-critical environments, including leadership of complex, multi-disciplinary projects.
- Excellent customer and stakeholder management skills, with the ability to lead challenging technical and commercial discussions.
- Outstanding written and verbal communication skills, capable of clear reporting and decision-making under pressure.
