The HR Services Analyst is an individual contributor responsible for the accurate, compliant, and timely execution of EMEA HR operational processes. Operating at an experienced level, this role requires deep expertise in EMEA HR operations, including preboarding, benefits administration, offboarding, employment verification, leave administration, contract management, and Purchase Requisition/Purchase Order (PR/PO) processing among others.
Independently manages complex, multi-discipline, country-specific HR transactions and exercises sound judgment in country-specific HR operational scenarios across the EMEA region. This role serves as a subject matter expert (SME), directly engaging with EMEA HR Business Partners (HRBPs) and stakeholders to ensure seamless HR service delivery.
Responsibilities

- →Execute end-to-end EMEA HR operational processes with a high degree of accuracy, timeliness, and compliance, including preboarding, benefits enrollment and administration, offboarding, employment verification, leave administration, contract management, and PR/PO processing and other HR administration activities.
- →Independently manage complex, multi-discipline HR cases and transactions, applying sound judgment without requiring escalation to the Supervisor for routine complex scenarios.
- →Ensure all HR activities are executed in strict compliance with General Data Protection Regulation (GDPR) and applicable EMEA data privacy regulations.
- →Serve as subject matter expert (SME) for assigned EMEA country HR processes, maintaining up-to-date knowledge of local regulatory changes impacting HR operations.
- →Validate and quality-check HR transaction data in Oracle to ensure accuracy, completeness, and compliance with company and country-specific standards.
Benefits and Leave Administration
- →Administer in-country EMEA benefits programs, including enrollment, changes, terminations, and vendor coordination for benefits providers across assigned EMEA countries.
- →Process leave administration transactions (e.g., statutory maternity/paternity leave, sick leave, annual leave) in compliance with country-specific EMEA regulations and company policy.
- →Liaise with external benefits vendors and insurance providers to resolve discrepancies, process claims, and ensure accurate benefits data management.
- →Provide guidance to employees and HRBPs on EMEA-specific benefits entitlements and leave policies, escalating complex legal or policy questions to the appropriate HR Center of Excellence (COE) or Legal team.
Contract Management and Employment Documentation
- →Draft, review, track, and store employment contracts and related HR documentation in compliance with EMEA country-specific legal and company requirements.
- →Manage contract lifecycle processes including new hire contracts, amendments, extensions, and termination documentation across multiple EMEA jurisdictions.
- →Ensure employment documentation adheres to local language requirements and regulatory standards; coordinate multi-language document handling where applicable.
- →Maintain organized and audit-ready HR documentation in compliance with GDPR and Vertiv records retention policies.
Preboarding and Offboarding
- →Coordinate end-to-end preboarding activities for EMEA new hires, including system setup in Oracle HRMS, welcome communications, document preparation and collection, and compliance with country-specific onboarding requirements.
- →Process offboarding transactions for EMEA employees including final pay and benefits reconciliation, system deactivation, and completion of statutory exit documentation in accordance with local EMEA regulations.
- →Collaborate with HR Business Partners, IT, Payroll, and Finance to ensure seamless onboarding and offboarding experiences across EMEA countries.
Stakeholder Management and HRBP Partnership
- →Directly engage with EMEA HR Business Partners (HRBPs) to provide accurate, timely HR operational support and resolve complex service requests.
- →Build and maintain strong working relationships with EMEA country HR leads, Finance, and Procurement teams to support HR service delivery and PR/PO processing.
- →Serve as a reliable point of contact for EMEA employee and HRBP HR operational queries, providing expert guidance on country-specific HR processes, policies, and entitlements.
- →Communicate proactively on service updates, process changes, and case resolution outcomes to relevant stakeholders in a timely and professional manner.
Escalation Handling and Quality Assurance
- →Manage escalated HR operational cases referred by junior team members or flagged by HRBPs, applying analyst-level EMEA knowledge to resolve complex multi-country scenarios.
- →Identify root causes of recurring HR operational issues and recommend process improvements to the Supervisor, HR Services.
- →Perform quality assurance checks on HR transactions to maintain operational accuracy and compliance standards across EMEA.
Purchase Requisition / Purchase Order (PR/PO) Processing
- →Initiate and process HR-related Purchase Requisitions and Purchase Orders in compliance with Vertiv procurement policies and EMEA financial controls.
- →Coordinate with Finance and Procurement teams on HR vendor invoicing, PO tracking, and issue resolution to ensure timely payment processing.
Others
- →Maintain and continuously update standard operating procedures (SOPs), process guides, and knowledge base articles for all assigned EMEA HR operational processes.
- →Leverage Oracle and ServiceNow for HR transaction processing, case management, and service delivery tracking.
- →Actively participate in HR process improvement initiatives, representing analyst-level EMEA HR operational knowledge.
- →Support ad hoc HR Services activities as required by the Supervisor, HR Services or Senior Manager, HR Services.
Requirements
~2 min read- Minimum 2–4 years of progressive experience in EMEA HR Operations, HR Shared Services, or a similar HR role with demonstrated EMEA-specific operational scope.
- Demonstrated, hands-on experience managing EMEA HR operational processes across multiple countries, including familiarity with EMEA employment laws, benefits administration practices, and regulatory requirements (e.g., GDPR, country-specific labor law compliance).
- Proven ability to independently handle complex, multi-country HR cases and make informed judgment calls on EMEA-specific HR processes without routine escalation.
- Proficiency in Oracle HRMS and ServiceNow (or equivalent service management platform) for HR transaction processing and case management.
- Strong working knowledge of GDPR and EMEA data privacy frameworks; demonstrated ability to manage sensitive employee data in full compliance with applicable regulations.
- Proven stakeholder management skills with direct experience engaging and partnering with EMEA HR Business Partners (HRBPs), country HR leads, and cross-functional teams (e.g., Finance, Payroll, Procurement).
- Experience managing multi-country benefits administration, leave administration, contract management, and employment documentation for EMEA-based employees.
- Strong written and verbal communication skills; ability to handle multi-language documentation and communicate effectively across culturally diverse EMEA teams.
- Awareness of works council structures, employee representation requirements, and co-determination principles applicable to EMEA operations.
- High degree of confidentiality and data privacy awareness in handling sensitive employee information.
- Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook).
- Ability to work within EMEA business hours; no travel required.
