What will you be doing at Woodard & Curran?
 
Woodard & Curran is seeking a full-time Project Manager (PM) for the Adelanto Public Utility Authority, in Adelanto, CA. TAs the Project Manager, you will be responsible for the day-to-day management and supervision of the operational and maintenance activities of the department’s drinking water treatment and distribution system. As the PM you will oversee a team of 11 staff and manage the daily operation, maintenance, and compliance of the Adelanto Public Utility Authority systems—to include managing all associated regulatory sampling programs–in a safe and timely manner.
 
The Adelanto Public Utility Authority water system consists of 12 groundwater wells, 2 purchased water interconnects, 165 miles of transmission and distribution pipelines, nearly 10,000 water services, 6 reservoirs, 3 booster pump stations, 1 drinking water treatment plant, as well as the departments 3-zone distribution system.
 
The Adelanto Public Utility Authority wastewater system consists of one wastewater treatment plant, one Lift Station, and 120 miles of collection system main.

The Project Manager will play an active role in coordination and communication with operations staff, client representatives, regulators, contractors, and any assigned engineering firms. He or she will also work closely with all parties to ensure effective system operation and optimization, staff development, implementation and management of an innovative predictive maintenance management program, administration and implementation of all routine and capital repair and replacement projects, and emergency response for process upsets, equipment failures, force majeure events, all alarm events, etc. He or She will regularly prepare reports for regulators, clients, and the firm. Additionally, the Project Manager will manage the budget of the project and manage the scope and schedule of contractual obligations and serve as the main point of contact between the client and the firm. Supervision will be provided by an Area Manager; however, the Project Manager must be able to work comfortably in a self-directed environment with minimal daily supervision.
 
 
 
Schedule:
 
Reliable and dependable attendance is an essential function of this position. Availability for standby duty and the ability to be “on-call,” working evenings, weekends and holidays as needed.  Response to emergency events and alarm call-outs as scheduled and required.

  • Candidates with a minimum of a California Grade 2 Treatment and Grade 3 Distribution Operators License are preferred.
  • Candidates with a minimum of a California Grade 3 Wastewater Treatment.
  • 5-10 years’ experience in the water treatment and distribution industry preferred.
  • Proficiency with computers, including an ability to work with: SCADA, Microsoft Word, Excel, Maintenance Management Programs, and other site-specific systems.
  • Participation directly in, and to a significant extent, management of the operation, maintenance, and repair of drinking water facilities throughout the last 5 years.

  • Experience managing a minimum of 3 staff.
  • Excellent verbal and written communication skills and interpersonal skills.
  • Proven track record with regulators and solid understanding of regulations and reporting requirements.
  • High school diploma or equivalent.
  • Must possess a valid California driver’s license.
  • May require an irregular work schedule and overtime hours.
  • Ability to establish and maintain effective working relationships with superiors, other personnel, and the general public.
  • Ability to communicate effectively, orally and in writing.
  • Familiarity with water treatment and distribution system processes with aptitude for laboratory analysis, record keeping, and facility maintenance.
  • Must be able to lift or move up to 40 lbs. on a regular basis.
  • Successful candidates will be required to complete a background check, pre-placement physical and drug screen before employment.
